CITY OF HUNTINGTON, WV NOTICE OF PUBLICHEARING THE HOME-ARP ALLOCATION PLAN FOR HOME-AMERICAN RESCUE PLAN PROGRAM FY 2021 ANNUAL ACTION PLAN – SUBSTANTIAL AMENDMENT The notice is hereby given by the City of Huntington, Cabell and Wayne Counties, WestVirginia, that a public hearing will be held on Thursday, March 23, 2023 at 10:00 AM, prevailing time, in the Council Chambers of City Hall, 800 Fifth Avenue, Huntington WV 25701. City Hall and Council Chambers are accessible to persons with physical disabilities. If special arrangements need to be made toaccommodate residents in order for them to participate in the public hearing,please call the City of Huntington’s Department of Development and Planning, at(304) 696-5540, Ext. 2103 to make arrangements, or for persons who may have a hearing impediment, pleasecontact 711 for the TTY TD Relay. The purpose of the public hearing is to present the City’s Substantial Amendment toits FY 2021 Annual Action Plan to include the HOME-ARP Allocation Plan for the HOME-American Rescue Plan funds. The City intends to submit its HOME-ARP Allocation Plan inthe amount of $2,437,837 to the U.S. Department of Housing and UrbanDevelopment (HUD) on or before Friday, March 31, 2023. The HOME-ARP Allocation Plan is required by HUD in order for the City of Huntingtonto receive federal HOME-ARP grant funds. The HOME-ARP Allocation Plan is astrategic plan detailing the process the City will use to allocate funds toassist individuals or households who are experiencing homelessness, at risk of becoming homeless, and other vulnerable populations, by providing affordablehousing, rental assistance, supportive services, and non-congregate shelter, toreduce homelessness and increase housing stability. In order to obtain the views of residents, public agencies, and other interestedparties, the City of Huntington has placed its FY 2021 Annual Action Plan -Substantial Amendment – HOME-ARP Allocation Plan on public display starting Friday, March 10, 2023 and ending on Friday, March 24, 2023, at which time theSubstantial Amendment will be presented to City Council for approval at itsregularly scheduled meeting on Monday, March 27, 2023.
