NOTICE OF PUBLIC HEARING VILLAGE OF BARBOURSVILLE, WEST VIRGINIA NOTICE OF PUBLIC HEARING ON VILLAGE OF BARBOURSVILLE ORDINANCE TO AMEND THE CHARTER OF THE VILLAGE OF BARBOURSVILLE, AND TO AMEND THE ADMINISTRATIVE CODE SECTION OF THE CODIFIED ORDINANCES OF THE VILLAGE RELATED TO THE COMPENSATION OF ELECTED OFFICIALS, AND RELATED MATTERS AUTHORITY UNDER W.Va. Code 8-4-8 – Notice is hereby given by the Village of Barboursville, West Virginia, that it will hold a public hearing on Tuesday, May 16, 2023, at 7:15 pm at City Hall, Council Chambers, 721 Central Avenue, Barboursville, West Virginia 25504. The purpose of this public hearing is to discuss the Village of Barboursville’s proposed Ordinance, the principal object of which is to amend the Charter of the Village of Barboursville, by repealing and amending certain Charter provisions governing compensation of the Mayor, Village Recorder, and Council members, and to codify and increase the compensation of the Mayor, Village Recorder, and City Council members in the Administrative Code Section of the Codified Ordinances of the Village of Barboursville rather than the City Charter, and thereby promote efficient governance; and such other terms as in the Ordinance, and at such hearing all objections and suggestions shall also be heard and the Village of Barboursville council shall then take such action as it shall deem proper upon an Ordinance titled: AN ORDINANCE REPEALING CITY CHARTER SECTION 2.6 “MAYOR COMPENSATION”, REPEALING CITY CHARTER SECTION 4.4 “VILLAGE RECORDER COMPENSATION”, AMENDING CITY CHARTER SECTION 3.12 “COUNCIL – COMPENSATION” AND RECONSTITUTING SUCH CONDITIONS AND COMPENSATION BY AMENDING AND REENACTING ADMINISTRATIVE CODE CHAPTER 5, ARTICLE 145.01 “COMPENSATION OF MAYOR, RECORDER AND COUNCIL” OF THE CODIFIED ORDINANCES OF THE VILLAGE OF BARBOURSVILLE, AND SETTING THE COMPENSATION OF SAID POSITIONS The information gathered and presented at this public hearing will be utilized by the Village in its discussion and determination on whether to adopt the Ordinance and approve the Charter amendments and Administrative Code Section amendments. The Village of Barboursville proposed Ordinance will be available for public inspection in the City Hall, 721 Central Avenue, Barboursville, West Virginia 25504, during normal business hours, Monday through Friday (excluding holidays), between the hours of 8:00 am and 4:00 pm. A first reading of the Ordinance will be held on Tuesday, May 2, 2023, at 7:30 pm, in City Hall, 721 Central Avenue, Barboursville, West Virginia 25504. A public hearing will be held on Tuesday May 16, 2023, at 7:15 pm, in City Hall, 721 Central Avenue, Barboursville, West Virginia 25504. Any qualified voter or any freeholder of the city may appear at the public hearing and file objections, in writing, concerning the Ordinance. A vote on the Ordinance will take place immediately after the public hearing at the regularly scheduled Council meeting at 7:30 pm on Tuesday, May 16, 2023. If no objections are filed, or if objections are filed and are withdrawn at the time of the public hearing, or within 10 days thereafter, the Ordinance shall become effective and said amendments shall become operative on and after May 26, 2023.
