No.: WV0027413 Applicant: PEA RIDGE PSD PO BOX 86 BARBOURSVILLE, WV 25504 Location: HUNTINGTON, CABELL COUNTY Latitude: 38:25:09 Longitude: 82:17:54 Receiving Stream: Guyandotte River Activity: To operate and maintain an existing wastewater collection system and an existing 0.85 million gallons per day wastewater treatment plant. These facilities are designed to serve a population equivalent of approximately 8,500 persons in the eastern portion of the Pea Ridge Public Service District and environs, and discharge treated wastewater through Outlet No. 001 to the Guyandotte River, approximately 6.8 miles from its mouth, of the Ohio River. To operate and maintain an existing wastewater collection system and an existing 0.325 million gallons per day wastewater treatment plant. These facilities are designed to serve a population equivalent of approximately 3,640 persons in the western portion of the Pea Ridge Public Service District and environs, and discharge treated wastewater through Outlet No. 002 to the Guyandotte River, approximately 2.0 miles from its mouth, of the Ohio River. To operate and maintain an existing wastewater collection system and an existing 0.125 million gallons per day oxidation ditch wastewater treatment plant. These facilities are designed to serve a population equivalent of approximately 1,250 persons in the Green Bottom area of the Pea Ridge Public Service District and environs, and discharge treated wastewater through Outlet No. 003 to the Ohio River at Mile Point 292.3. Tier 1 protection is provided for the discharges from Outlets 001 and 002 and Tier 2 and Tier 1 protection are afforded for the discharge from Outlet No. 003 for the uses specified in 47 CSR 2, Section 6. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plants which shall be disposed of at a sanitary landfill. To operate and maintain two existing wastewater collection systems. These facilities are designed to serve a population equivalent of approximately 400 persons in the former Ohio River PSD service area and 900 persons in the Route 2 illview service area in the Pea Ridge Public Service District and environs, and convey the wastewater to the City of Huntington’s wastewater treatment plant for ultimate treatment. To acquire, construct install, operate and maintain a 3.0 million gallons per day wastewater treatment plant and collection system extension. These facilities are designed to serve a population equivalent of approximately 36,800 persons in the eastern portion of the Pea Ridge Public Service District and environs, and discharge treated wastewater through Outlet No. 004 to the Guyandotte River, approximately 6.8 miles from its mouth, of the Ohio River. Tier 2 protection is provided for the discharge from Outlet 004 for the uses specified in 47 CSR 2, Section 6. These facilities are designed to serve a population equivalent of approximately 10,200 persons in the Merrick Creek Road area (Village of Barboursville), WV Route 193 area, WV Route 2 area to the Kyle Industrial Park and Cox Landing areas and convey wastewater to the new wastewater treatment plant for subsequent treatment and discharge through Outlet No. 004 to the Guyandotte River, approximately 6.8 miles from its mouth, of the Ohio River. Also, to acquire, construct, install, operate and maintain temporary chlorination and dechlorination facilities at the Outlet 001 and 002 WWTPs with all requisite appurtenances. Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice.
