PUBLIC SERVICE COMMISSION OF WEST VIRGINIA CHARLESTON CASE NO. 24-0032-S-CN-PW SEWAGE SYSTEMS, INC. Application for a certificate of convenience and necessity to construct sewer plant improvements and to relocate grinder pumps; for approval of financing; for approval of increased rates; and petition to waive the Notice of Intent and for Expedited Treatment. NOTICE OF FILING AND POTENTIAL HEARING On January 17, 2024, Sewage System, Inc. (SSI), filed an application, duly verified, for a certificate of convenience and necessity to construct certain additions and improvements to its sewer system in Cabell County, West Virginia. Specifically, the project involves relocating grinder pumps and performing necessary sewer plant repairs and improvements. The application is on file with and available for public inspection at the Public Service Commission, 201 Brooks Street, in Charleston, West Virginia. SSI estimates that the proposed construction will cost approximately $308,270 to be financed through a bank loan. SSI anticipates charging the following project-related rates. Which are different from the current rates in its tariff: RATES (customers with metered water supply) 1. Customer Charge $32.57 per month 2. Metered Rates $14.10 per 1,000 gallons MINIMUM CHARGE No bill will be rendered for less than $32.57 per month. FLAT RATE CHARGE (customers with non-metered water supply) Equivalent of 4,500 gallons of water usage, $96.03 per customer per month. The filing does not request modifications to other tariff provisions not listed, above. These proposed rates represent the following project-related increases to become effective upon final Commission Order in this case, or as otherwise specified by the Commission, based on average usage of 3,416 gallons per month for Residential customers and 9,500 gallons per month for Commercial customers: Residential ($) INCREASE $27.37 (%) INCREASE 51.3% Commercial ($) INCREASE $56.45 (%) INCREASE 51.3% SSI has no industrial or resale customers. The proposed increased rates and charges related to the project will produce approximately $54,556 annually in additional revenue, an increase of 51.3%. The total increase granted will not exceed this estimate unless further notice is provided. The increases shown are based on averages of all customers in the indicated class. Individual customers may receive increases that are greater or less than average. Furthermore, the requested rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. Anyone desiring to protest or intervene should file a written protest or petition to intervene within thirty (30) days following the date of this publication unless otherwise modified by Commission order. Failure to timely protest or intervene can affect your right to protest aspects of this certificate case, including any associated rate increases, or to participate in future proceedings. All protests should briefly state the reason for the protest. Requests to intervene must comply with the rules on intervention set forth in the Commission’s Rules of Practice and Procedure. The Public Service Commission has scheduled an evidentiary hearing on May 28, 2024 at 9:30 a.m. and a public comment hearing on May 28, 2024 at 4:00 p.m. in the Howard M. Cunningham Hearing Room, Public Service Commission Building, 201 Brooks Street, Charleston, West Virginia. In the absence of substantial protest received within thirty (30) days of this publication, the Commission may cancel the formal hearing and issue, refuse to issue, or issue in part and refuse in part, the certificate of convenience and necessity based on the Commission’s review of the evidence in the record as submitted by the Applicant or by other parties to the case.
