TOWN OF NEW HAVEN PARK LIFT STATION REPLACEMENT ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the PARK LIFT STATION REPLACEMENT will be received by the TOWN OF NEW HAVEN at 218 5TH STREET, NEW HAVEN, WV 25265 until 11:00 AM on MAY 15, 2024, at which time the Bids submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud. The Total Base Bid shall include all costs associated with furnishing all labor, materials, and equipment and performing all work set forth in the Contract Documents. The work to be bid upon is briefly described as follows: Constructing a new Submersible Sewage Pump Station and decommissioning the existing Pump Station. The Contract Time for Substantial Completion is 120 calendar days. The Issuing Office for the Bidding Documents is Chapman Technical Group, St Albans, WV. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Failure of any Bidder to purchase Bidding Documents from the Engineer prior to submittal of a Bid shall result in the rejection of said Bid. The Bidding Documents consist of Contract Documents, Specifications, Drawings, and a Bid Submittal Packet. The Bid Submittal Packet consists of an unbound copy of the Bid Form and Bid Opening Documents. Bidding Documents are to be obtained through the Engineer’s digital Plan Room http:/www.chaptech.com lan-room upon payment of $250. Payment is non-refundable. If Bidding Documents are requested to be mailed, Bidders shall also pay $40 for the cost of shipping and handling. Upon receipt of payment, printed copies will be mailed to the Bidder. Digital copies of the Bidding Documents are included with the purchase of the printed bidding documents. The bid opening procedure shall be a two-envelope system. Each Bid must be submitted in a separate sealed (inner) envelope labeled “Bid Form” containing the executed Bid Form and included in a larger sealed (outer) envelope labeled “Bid Opening Documents” containing those items listed on the Bid Opening Guidelines. Both sealed envelopes must be labeled as stated above and include the following information: Name and Address of Bidder Town of New Haven Bid on Park Lift Station Replacement In the event all the required items are not contained in the first envelope, the second envelope shall not be opened, and the Bidder shall be declared non-responsive. The lowest responsive Bidder shall be the Bidder who has completed all of the requirements for the first envelope to be opened and has the lowest Base Bid on the Bid Form. All prospective Bidders are required to attend a MANDATORY Pre-Bid Meeting at 11:00 AM on May 2, 2024, for the purpose of discussing the project. In-person attendance shall be at CITY HALL, 218 FIFTH STREET, NEW HAVEN, WV 25265. Prospective Bidders are advised that the contract awarded under this Advertisement for Bids is to be funded by a variety of federal, state, and local funds. Neither the United States, nor the State of West Virginia, nor any of their departments, agencies, or employees are, or will be, a party to this Advertisement for Bids or any resulting contract. Prospective Bidders are hereby advised that it is their responsibility to adhere to all applicable Federal, State, and Local requirements and regulations including, but not limited to, Equal Employment Opportunity, Non-Segregated Facilities, Discrimination in Employment, Affirmative Action and Minority Business Participation, the Civil Rights Act of 1964, and the Anti-Kickback Act. Bidders will be required to certify that they do not, and will not, maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. DRUG-FREE WORKPLACE Bidders on this Work are required to comply with the Drug Free Workplace provisions of WV Code 21 1D 5. Each Bidder shall submit the enclosed Drug-Free Workplace Affidavit in the first envelope. Failure to submit said Affidavit in the first envelope shall result in disqualification of the Bid. WEST VIRGINIA JOBS ACT Bidders on this Work are required to comply with the provisions of WV Code 21 1C. Each Bidder shall submit the enclosed Certification of Compliance with the WV Jobs Act in the first envelope. Failure to submit said Certification in the first envelope shall result in disqualification of the Bid. WEST VIRGINIA CONTRACTOR’S LICENSE Bidders on this Work are required to comply with WV Code 30-42-12 and shall include a copy of their valid and current WV State Contractor’s License in the first envelope. Failure to submit said License in the first envelope shall result in disqualification of the Bid. Additionally, all Subcontractors shall provide a copy of their WV State Contractor’s License to the Contractor prior to Contract Award. All questions must be submitted, in writing, by 3:00 PM on MAY 8, 2024, to allow for addenda, if needed. No questions after such date will be answered. Bids shall be accompanied by a Bid Bond in an amount equal to five percent (5%) of the Base Bid to ensure the execution of the contract for which the Bid is made. In the case the Bid is not accepted, the Bond shall be returned to the Bidder, but if the Bid is accepted and the Bidder refuses or neglects to enter into a Contract with the Owner within fifteen (15) days of the date of the Notice of Award, the said Bond shall be forfeited to the Owner as liquidated damages for the failure to do so. No Bidder may withdraw their Bid for a period of ninety (90) days from the date of the Bid Opening. The Owner reserves the right to reject any and all Bids.
