NOTICE TO CONTRACTORS AND SOLICITATION OF BIDS The Kanawha State Forest Foundation, Inc., a non-profit corporation, (“KSFF”) is requesting bids from qualified, professional trail builders for the following project: Project Title: Middle Ridge Trail North Extension Project Location: Kanawha State Forest, 7500 Kanawha State Forest Dr., Charleston, WV 25314 Project Description: The construction is a new trail segment on the existing Middle Ridge Trail system, a rolling, multi-use, non-motorized, single-track trail located at Kanawha State Forest. The project shall be constructed per the plans, specifications, terms, and conditions contained in the “Kanawha State Forest Foundation Request for Quote (RFQ) Kanawha State Forest Middle Ridge Trail Project.” The project involves the construction of approximately 17,028 linear feet (3.98 mi) of new bicycle optimized, multi-use trails. The new trails will be classified as “Beginner/Intermediate” per the International Mountain Biking Association (“IMBA”) Difficulty Rating System, with an average tread width of 36″, an average running grade of 5-7%, a maximum short-pitch (30′) of 15%, maximum obstacle height of 6″, and common obstacle height of 1-2″ (Type 2 Trail). “Alt-lines” with features may exceed these height restrictions. In addition to the new Type 2 Trail, the project also includes rock armoring, natural rock retaining walls and switchback turns. A mandatory pre-bid meeting for this project is required and will be held at the Kanawha State Forest Main Office, located at 7500 Kanawha State Forest Drive, Charleston, West Virginia, 25314 on February, 18, 2025, at 10:00 am. A site visit/walk through of the proposed trail corridor with representatives of the Kanawha State Forest Foundation will take place immediately following the pre-bid meeting. KSFF will be obtaining a construction stormwater permit for minor construction activity from the West Virginia Department of Environmental Protection for this Project. WVDEP Construction Stormwater Permit compliance, including, but not limited to, maintaining SWPPP documents onsite, performing regular erosion/sediment inspections, and record keeping, shall be contractor’s responsibility. All expenses incurred by bidders in preparing proposals/bids, attending meetings, making site visits, and all such expenses otherwise associated with this proposal solicitation shall be bidder’s sole responsibility.
