INTEGRATED RESEARCH AND EXTENSION BUILDING- AMMONIA CABINET 100 BARRON DRIVE WEST VIRGINIA STATE UNIVERSITY DUNBAR, WEST VIRGINIA All Quotations must be submitted in accordance with this Invitation to Submit a Written Quotation and the Construction Documents issued by Edward Tucker Architects, Inc. INVITATION TO BID WVSU Research and Development Corporation (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies and transportation for Dr. Hazo W. Carter, Jr. Integrated Research and Extension Building- Ammonia Cabinet located at 100 Barron Drive, Dunbar, West Virginia. All bids must be submitted in accordance with the Bidding Documents issued by the Architect – Edward Tucker Architects, Inc., 1401 Sixth Avenue, Huntington WV 25701 – and this Invitation to Bid. Bids are to be submitted to West Virginia State University on or before 2:00 p.m. local time on Friday July 18, 2025 at Dr. Hazo W Carter Integrated Research and Extension Building, West Virginia State University, 100 Barron Drive, Dunbar, WV. Bids must arrive prior to the time stated above and be enclosed in an outer envelope identified with “Contractor Bid – WVSU – Dr. Hazo W. Carter, Jr. Integrated Research and Extension Building – Ammonia Cabinet” highlighted on the outside of the outer envelope. This Project is the installation of an Ammonia Cabinet in the existing 4th Floor Laboratories in the Dr. Hazo W. Carter, Jr. Integrated Research and Extension Building. Work includes electrical, mechanical, and roof patching/ repair at new exhaust system. Bidders may obtain electronic Bidding Documents via West Virginia State University’s website at https://wvstateu.edu/research-extension/. Bid Documents may be viewed at the office of the Architect (Edward Tucker Architects Inc., 1401 Sixth Avenue, Huntington WV 25701, tel. 304-697-4990), Contractors Association of WV, Parkersburg/Marietta Contractor’s Association, Ohio Valley Construction Employer’s Council, Kanawha Valley Builder’s Association, Construction Employers Association of North Central WV, Dodge Construction Central, and the Pittsburgh Builders Exchange. Bidders will be required to provide Bid security in the form of a Bid Bond as found in the Project Manual, in the amount of not less than 5% of the total amount bid, including all alternates. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required for the successful Contractor. Other bidding requirements are described in the Project Manual. Bidders will be required to complete the Work (Substantial Completion) within 200 (two hundred) calendar days from the date of commencement. As actual damages for delay in completion of the Work are impossible to determine, the successful Bidder (Contractor) and his Surety shall be liable for and shall pay to the Owner the sum of $500, not as a penalty, but as fixed, agreed and liquidated damages for each calendar day of delay until the Contract Work is substantially completed as defined in the General and Supplementary Conditions of the Contract for Construction. U.S. Department of Labor Davis Bacon wage rates apply. Bid Bond, Performance Bond, and Labor & Materials Payment Bond are required for this Project. A mandatory pre-bid meeting is scheduled for June 25, 2025 at 10:00am at the Project Site. Questions must be submitted by 5 p.m. on July 2, 2025 to the office of the Architect via email: Sydney Webster, Studio Operations Director, [email protected]. Should any Bidder fail to attend, their Bid will be disqualified. All bids must comply with 30-42-6 of the West Virginia State Code “West Virginia Contractor Licensing Act.” Submit offer on the Bid Form provided. The Owner intends to issue a letter of intent to award a contract within 30 days of the bid date; however, bidders will be required to submit offer under a condition of irrevocability for a period of 60 days after submission.
