ADVERTISEMENT FOR BIDS Sealed Bids will be received by the City of Elkins at the City Hall, located at 401 Davis Avenue, Elkins, WV 26241, at the specified dates and times for the following work: City of Elkins Water System Improvements Contract No. 5: City of Elkins, until 2:00 P.M., L.P.T., October 22, 2020. The total base bid price shall include the costs for furnishing labor and materials and performing all work set forth in the Advertisement for Bids, Information for Bidders, Form of Proposal, General Conditions, Supplemental General Conditions, and Detail Specifications prepared by Chapman Technical Group. Immediately following the scheduled closing time for the reception of bids, all proposals that have been submitted in accordance with the conditions of this project will be publicly opened and read aloud. Due to COVID-19 concerns, only one representative per each Bidder will be permitted to attend the bid opening in person. The bid opening will be conducted via teleconference and call-in information will be provided by addenda. The work to be bid upon is described as follows: Contract No. 5 The Work includes the supply, delivery, installation, and start-up assistance for an Automatic Meter Reading System including the removal and replacement of existing water meters, encoders, and end points in the following quantities and sizes: 3,753 – 5/8″ x 3/4″ x 7-1/2″ water meters; 446 – 3/4″ x 9″ water meters; 111 – 1″ x 10-3/4″ water meters; 15 – 1-1/2″ x 13″ or 1-1/2″ x 12-5/8″ water meters; 63 – 2″ x 17″ or 2″ x 15-1/4″ water meters; 2 – 3″ x 12″ or 3″ x 17″ water meters; 15 – 4″ x 14″ or 14″ x 20″ water meters; and 3 – 8″ fire service water meters; as described and identified as the City of Elkins Water System Improvements Project, Contract No. 5 – AMA Water Meter Replacement Project, and is shown in Contract Documents prepared by Chapman Technical Group. The cost is $100 for Contract No. 5, and payment is not refundable. BIDDING DOCUMENTS may also be obtained by calling 304-727-5501. Upon receipt of payment, printed copies will be mailed out to the prospective Bidder and a Digital copy will be transmitted via download. Bids from anyone not on the Engineer’s Plan Holders List will be rejected and returned unopened. Bids shall be accompanied by a bid bond or a certified check in an amount equal to five percent (5%) of the bid to insure the execution of the contract for which the bid is made. In case the bid is not accepted, the check or bid bond will be returned to the Bidder, but if the bid is accepted and the Bidder shall refuse or neglect to enter into a contract with the City of Elkins within fifteen (15) days after the time they have been notified of the acceptance of thier bid, the said check or bid bond shall be forfeited to the City of Elkins as liquidated damages for the failure to do so. Each bid for each contract shall be submitted in a separate sealed (inner) envelope containing the executed Bid Form and Specification Compliance Certification, and included in a larger sealed (outer) envelope containing the Bid Bond, Power of Attorney, Drug Free Workplace Conformance Affidavit, WV Jobs Act Conformance Certification, Compliance Statement (Form RD 400-6), Certification Regarding Debarment, Suspension, Ineligibility and Voluntary Exclusion Lower Tier Covered Transactions (Form AD-1048), and Certification for Contracts, Grants and Loans (RD Instruction 1940-Q, Exhibit A-1). Both sealed envelopes must have the following information in the lower left hand corner: “Name and Address of Bidder, City of Elkins, Bid on Water System Improvements, Contract No. 5, to be opened at 2:00 P.M., L.P.T., October 22, 2020. The Contractor’s Qualification Statement form from the two (2) lowest bidders must be submitted to Chapman Technical Group, 200 Sixth Avenue, St. Albans, West Virginia 25177, by 4:00 P.M., October 28, 2020. All questions concerning this advertisement must be submitted in writing and must be received by no later than 4:00 P.M., October 13, 2020, in order to receive a response, to Robert G. No Bidder may withdraw their Bid for a period of ninety (90) days after the time of the opening of the Bids. The City of Elkins reserves the right to waive informalities and to reject any and all bids. The City of Elkins is requiring strict adherence to the specifications by the meter manufacturer and Contractor. All exceptions to these specifications must be clearly stated in the Bidder’s Specification Compliance Certification submitted with the Bid Form. Note that AMA software must be fully compatible with the City of Elkins’ existing billing software, which is Incode by Tyler Technologies, without exception.
