ADVERTISEMENT FOR BIDSTOWN OF GRANTSVILLECALHOUN CO., WVCONTRACT NO. 1: WATER TREATMENTFACILITY RENOVATIONS PROJECT Sealed bids for the construction of the Contract No. 1: Water Treatment Facility Renovations Project will be received by the Town of Grantsville until 2:00 P.M., L.P.T., October 28, 2020 at 229 Court Street, Grantsville, Calhoun Co., WV 26147 for furnishing labor, materials and performing all the work set forth in the Form of Proposal. Bids will be opened at 2:00 P.M., L.P.T., October 28, 2020. Immediately following the scheduled closing time for the reception of bids, all proposals which have been submitted in accordance with the conditions of this project will be publicly opened and read aloud.The work to be bid upon is described as follows: Contract No. 1 consists of work on theModifications to the existing water treatment facility as shown on the plans and described in the detail specifications including but not limited to: Modifications to the raw water pumping station, new flocculator with tank; cleaning, painting existing tank and replacing clarifier mechanism; refurbishing existing sand filters and controls; replace chemical feed systems; replacing existing backwash high service pumps; new 500,000 gallon storage tank, new plant booster station, plant building modifications, HVAC modifications, cleaning of existing clarifier & settling ponds, sludge disposal system, electrical modifications, emergency generator, instrumentation, yard piping, mini dredge, 50 ton special fill material, CIP; 2 field offices, Preconstruction video, site sign and all incidental site work and appurtenances incidental to construction, Complete in Place and Operating.The total construction time for Contract No. 1 is limited to five hundred forty (540) consecutive calendar days from the date specified in the contract documents.Plans, Specifications, and Contract Documents may be examined at the following places:Town of GrantsvilleP. All Bidders must purchase plans and bid forms from the Engineer in order to bid. Bidders wishing to have plans mailed may provide their own Fed-X or UPS account number for shipping charges to be billed direct.The two-envelope system will be used for bidding this project. Envelope No. One (1) will contain the required bidder information as outlined in the Contract Documents. Envelope No. Two (2) will contain the Form of Proposal only and be separate from Envelope No. 1. The two (2) envelopes shall be held together with clips or rubber bands. If the documents are found to be in order, Envelope No. 2 containing the Form of Proposal will then be opened and publicly read aloud. If the documents from Envelope No. 1 are not in order, Envelope No. 2 containing the Form of Proposal will not be opened and the bid will be considered non-responsive and will be returned to the Bidder.The successful low bidder will be provided four (4) complete sets of plans and specifications at no additional cost after the contract has been signed. Any additional sets of plans and detail specifications that are requested will be provided at a cost of three hundred fifty dollars ($350.00) each. Payment by either cash or check must be made upon delivery.A Bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.Bids shall be accompanied by a certified check or bid bond payable to the Town of Grantsville, Calhoun County, West Virginia, in an amount not less than five percent (5%) of the base bid.All Bidders are required to have a West Virginia Contractor’s License as per Section 21-11-11 of the WV Code. The prospective bidder’s license number must be included in the Envelope No. 1 as per the Bid Opening Checklist. All subcontractors shall furnish their WV Contractor’s License number to the prime contractor prior to award of the contract.The Town of Grantsville reserves the right to reject any and all bids.AMERICAN IRON AND STEEL REQUIREMENT P.L. 113-76, SECTION 436 P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an “American Iron and Steel (AIS)” requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works.DBE REQUIREMENTS Each Bidder must fully comply with the Disadvantaged Business and Affirmative Action requirements, as identified in the contract documents.The bidder agrees to make “good faith efforts” to subcontract a portion of the total value of the contract to Disadvantaged Business Enterprises. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 33.301. Failure to demonstrate good faith efforts may lead to the rejection of bids. For the purpose of this program, the term “subcontract” includes all construction, modification and service work contracted for by the bidder in the execution of the work under this contract.NONDISCRIMINATION IN EMPLOYMENT Bidders on this work will be required to comply with the President’s Executive Order 11246. The requirements for Bidders and Contractors under this order are explained in the Specifications.
