NOTICE OF INTENT TO AWARD A SINGLE SOURCE PROCUREMENT R2200346 Response Deadline: 3:00 p.m., LPT, Monday, August 30, 2021 Marshall University intends to waive the solicitation process and approve a single source to purchase a Full Spec with PC & 27″ Monitor (VSC80/FS/M2), Crime-Lite Auto Kit (QCL/AUTO/KIT), Electrostatic Imaging System (ESDA-2/B) and includes these accessories: VSC80 Spares Kit (VSC80/FS/SPA), Crime-Lite Auto Stand (QCL/AUTO/STAND). The University has determined this equipment fits our needs. Justification: The University has determined the Full Spec with PC & 27″ Monitor (VSC80/FS/M2), Crime-Lite Auto Kit (QCL/AUTO/KIT), and Electrostatic Imaging System (ESDA-2/B) has many unique features that are essential to the University’s program. Those features include the following: 1. Full Spec with PC & 27″ Monitor (VSC80/FS/M2) inspects HD images of documents with full HD video output up to x80 magnification; identifies counterfeits and reveal alterations with UV-Visible-Infrared illumination with integral fluorescence filters, multi-angle, spot, flood, and transmitted light sources; authenticates all levels of security feature with specialist multi-spectral illumination, MRZ, and embedded data decoders; and produces court-ready evidence and reports with full casework management including image annotation and measurements. 2. Crime-Lite Auto Kit (QCL/AUTO/KIT) can reveal evidence including body fluids, blood on dark fabrics, fingerprints, gunshot residue, and traces of physical evidence; uses a UV-IR sensitive camera with autofocus macro lens; utilize up to 55 waveband combinations to detect a wide range of evidence types; and view crystal clear live video and captured images on the 7″ touchscreen interface. 3. Electrostatic Imaging System (ESDA-2/B) is designed for examining all types of documents up to A3 size; features a powerful extraction fan and filter to remove airborne toner; and produces positive, life-size transparencies of indented writing without damage or contamination to original documents and without interference to other forensic tests, and documents may be processed without loss of sensitivity. Interested Vendors (firms or individuals) that can sell an “or equal” Full Spec with PC & 27″ Monitor (VSC80/FS/M2), Crime-Lite Auto Kit (QCL/AUTO/KIT), Electrostatic Imaging System (ESDA-2/B) and accessories to the University can respond with an alternate solution that overcomes the single source reasons stated above, along with sufficient, detailed, convincing documentation, regarding their ability to supply equivalent Full Spec with PC & 27″ Monitor (VSC80/FS/M2), Crime-Lite Auto Kit (QCL/AUTO/KIT), and Electrostatic Imaging System (ESDA-2/B). The Vendor’s response must be sent directly to Marshall University Purchasing Agent, Becky Neace, at neace15@marshall. edu and received no later than 3:00 p.m., LPT, Monday, August 30, 2021. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the University. Supporting documentation should include, but is not limited to, Full Spec with PC & 27″ Monitor (VSC80/FS/M2), Crime-Lite Auto Kit (QCL/AUTO/KIT), and Electrostatic Imaging System (ESDA-2/B) specifications, available quantities and a comprehensive timeline that include Full Spec with PC & 27″ Monitor (VSC80/FS/M2), Crime-Lite Auto Kit (QCL/AUTO/KIT), and Electrostatic Imaging System (ESDA-2/B) importation and upgrades. The University reserves the right to require the responding Vendor to submit additional information as it may deem necessary and may consider any evidence available to it of the financial technical and other qualifications and abilities of the responding Vendor. This is not a request for bids or proposals and there is no solicitation available. The University will not consider any responses as a proposal, bid, or quote. Any response received as a result of this Notice of Intent shall be considered solely for determining whether bona fide competition exists. If it is determined by University staff, after reviewing any information received from responding Vendors, that the single source justification stands and the Full Spec with PC & 27″ Monitor (VSC80/FS/M2), Crime-Lite Auto Kit (QCL/AUTO/KIT), Electrostatic Imaging System (ESDA-2/B) are available only from a single source, the University will waive the solicitation process and award the single source procurement.
