ADVERTISEMENT FOR BIDS HUNTINGTON TRI-STATE AIRPORT ACQUISITION OF SNOW REMOVAL EQUIPMENT TRUCK WITH SNOWPLOW AND SPREADER Sealed Bids for Acquisition of Snow Removal Equipment – Truck with Snowplow and Spreader will be received by the Tri-State Airport, Huntington, Wayne County, West Virginia, until 1:00 p.m., local time on Thursday October 7th 2021 for furnishing labor and materials and performing all work set forth in the Contract Documents prepared by the Tri-State Airport. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be opened publicly and read aloud. The approximate quantities of Work to be Bid upon is described as follows: Acquisition of Snow Removal Equipment – Truck with Snowplow and Spreader per the specifications. The Work will be substantially completed within 365 days after the date when the Contract Times commence to run and completed and ready for final payment within 395 days after the date when the Contract Times commence to run. Liquidated damages shall be $500.00 per day. Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist located in the Contract Documents. If such documents are found to be in order, Envelope No. 2 “Bid Proposal”, will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 “Bid Proposal” will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder. A Bidder may not withdraw their Bid for a period of ninety (90) days after the date set for the opening of Bids. Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders. The Tri-State Airport Authority, reserves the right to reject any and all Bids. CERTIFICATION OF LOWER TIER CONTRACTORS REGARDING DEBARMENT The successful bidder, by administering each lower tier subcontract that exceeds $25,000 as a “covered transaction”, must verify each lower tier participant of a “covered transaction” under the project is not presently debarred or otherwise disqualified from participation in this federally assisted project. Collecting a certification statement similar to the Certification of Offerer / Bidder Regarding Debarment, above. 3. Inserting a clause or condition in the covered transaction with the lower tier contract. If the Federal Aviation Administration later determines that a lower tier participant failed to disclose to a higher tier participant that it was excluded or disqualified at the time it entered covered transaction, the FAA may pursue any available remedies, including suspension and debarment of the non-compliant participant.
