AIR QUALITY PERMIT NOTICE Notice of Application: Notice is given that the Rust-Oleum Corporation has applied to the West Virginia Department of Environmental Protection, Division of Air Quality for a Class II Administrative Update for a paint product blending and repackaging facility located on Ohio River Road in Lesage, Cabell County, West Virginia. The latitude and longitude coordinates for the facility are: 38.557323N; -82.284319W. The applicant is requesting the addition of 6 new storage tanks and a Filling Line fill to accommodate the introduction of 5 new raw materials in order to increase throughput at the facility by approximately 1,6000,000 gal/yr. A New dust collector control device to mitigate additional dust generated by the new production. This modification is expected to increase actual facility volatile organic compounds (VOC) emissions by approximately 2.4 tpy, of which approximately 504 lb/yr (0.19 tpy) will be hazardous air pollutants (HAPs). The emissions for particulate matter (PM) and PM10 are expected to increase by 0.34 and 0.18 tpy respectively. The applicant is not requesting an increase in its current permitted PTE for VOCs. Startup of operation of all components is planned to begin on or about the 1st of June, 2022.
