NOTICE OF FILING NOTICE is hereby given that Cool Ridge-Flat Top Public Service District (District), a public utility, has filed an application with the Public Service Commission of West Virginia, to increase its rates and charges for furnishing water service to a total of 1,740 metered residential water customers, 46 metered commercial customers, 4 metered public authority customers in Raleigh County. The District has one resale customer, Raleigh County Public Service District. Commission Staff has reviewed the application of the District and recommended that the Commission approve a rate increase allowing the District to recover increased costs of purchased water it pays to the Beckley Water Company. By Order issued February 27, 2015, the Commission approved the Staff-recommended rates on an interim basis, and subject to refund, that increased rates by $0.23 per thousand gallons metered water service. The Commission also approved, on an interim basis, a Staff-proposed incremental leak adjustment rate of $4.20 per thousand gallons metered water service. The average monthly bill for the various classes of customers will be changed as follows. Average Increase Percentage Residential $ 0.74 2.32 percent Commercial $ 3.13 2.74 percent Public Authority $ 0.32 2.21 percent Resale $ 438.98 3.65 percent The 30B procedure is designed to provide for a change in rates and charges to produce additional revenue sufficient, but not more than sufficient, to offset increased cost for water or for transportation of the same to utilities. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days of following the date of this publication unless otherwise modified by Commission order.
