ADVERTISEMENT FOR BIDS
THE TOWN OF STAR CITY
BOYERS AVENUE REVITALIZATION PHASE II TIF
STREETSCAPE AND SIDEWALK PROJECT
MONONGALIA COUNTY, WEST VIRGINIA
Separate, sealed bids will be received by the Town of Star City, for the Boyers Avenue Revitalization Phase II TIF Streetscape and Street Widening Project at the Town of Star City Municipal Building, 370 Broadway Avenue, Star City, Monongalia County, West Virginia, 26505 until 2:00 pm prevailing time on Monday, June 15, 2015 at which time bids will be publically opened and read aloud.

The Project consists of the construction of approximately 2,343 square feet of concrete sidewalk, 495 lineal feet of concrete curb and gutter, 250 square feet of concrete ADA Ramp (two locations), 6 each Old Boston Light Poles with fixtures including concrete base, 3 each WV DOH Type D Inlets, 1 each WV DOH Type U Inlet, 430 lineal feet of 18” HDPE N-12 Storm Pipe, 960 lineal feet of electrical wiring, 400 lineal feet of 1-1/4” PVC electrical conduit, 2,050 square feet of WV DOH Pavement Widening, 109 tons of WV DOH Asphalt Pavement Buildup on Leeway Street, and various elements required for the construction and completion of this street improvement project.

The Bidder, if successful and awarded a Contract, agrees that they can begin construction on Wednesday, July 1, 2015 and will be Substantially Complete on Friday, August 14, 2015. The contractor further acknowledges that all work, including punch list items, removal of all construction equipment, restoration of temporary construction facilities, final cleanup and project closeout will be completed by August 21, 2015.

Contract Documents, Construction Plans and Specifications may be obtained at CTL Engineering of West Virginia, Inc., 733 Fairmont Road, Morgantown, WV 26501, Telephone: (304) 292-1135 upon a nonrefundable payment of ($50.00) FIFTY DOLLARS beginning on Monday May 18, 2015 at 8:00 am. Check or money order only made payable to CTL Engineering of West Virginia, Inc. will be accepted. Contract Documents will be mailed upon receipt of payment.

A mandatory pre-bid meeting will be held on Tuesday, May 26, 2015 at 10:00 a.m., at the Town of Star City, Municipal Building, 370 Broadway Avenue, Star City, WV 26505. Bidders are required to attend the pre-bid meeting.

A two-envelope system will be used. Each bid must be submitted in a sealed envelope. Envelope No. 1 must contain the Bid Bond, Certification of Compliance, Power of Attorney, and all other necessary documents required on the Bid Opening Checklist. Envelope No. 2 must be a separate, sealed envelope marked "Bid Proposal" and must contain the completed and signed Bid Proposal. Both envelopes must have the following information in the lower left hand corner.

Name and address of Bidder, Bidder’s WV Contractor’s License Number, “Boyers Avenue Revitalization Phase II TIF ” Town of Star City, 370 Broadway Avenue, Star City, Monongalia County, West Virginia 26505. To be opened on Monday, June 15, 2015.

The main envelope "Envelope No. 1" will be opened first and the Bid Bond, Power of Attorney, Certificates of Compliance and other pertinent and required documents as listed on the Bid Opening Checklist will be checked to ensure that all documents are in order. If the documents are found to be in order, the "Envelope No. 2" containing the Bid Proposal will then be opened and publicly read aloud. If the documents are not in order, the envelope containing the Bid Proposal will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder unopened.

A bidder may not modify or withdraw his/her Bid or a period of five (5) days after the date set for the opening of bids.

Bids shall be accompanied by a Bid Bond or certified cashier’ s check payable to the Town of Star City in an amount equal to five (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base bid.

All bidders must hold a current West Virginia Contractor’ s License on the date of the Bid Opening.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

Bidders must comply with the Title VI of the Civil Rights Act of 1964, the Copeland Anti-Kickback Act, the Contract Work Hours Safety Standards Act, and the WV Act on Wages for Public Improvements as revised by Senate Bill No. 361 effective on April 13, 2015.

The Town of Star City, reserves the right to reject any and all bids and to waive any informalities.
