REQUEST FOR QUALIFICATIONS Guaranteed Energy Savings Project The Mercer County Board of Education is seeking proposals from nationally accredited energy services companies (ESCOs) interested in developing and contracting a full range of energy-conservation measures (ECMs) for all MCBOE facilities through an energy-savings contract. The ECMs may include, but are not limited to, the design, acquisition, installation and modification of the heating, ventilating and air conditioning systems, lighting systems, control systems, hot water system, water consumption, sewage costs and other energy using devices. ECMs may also include the training of facility staff with respect to routine maintenance and operation of all improvements. The ESCO should be able to provide a competitive financing package for the project and the energy savings guarantee shall be in place for the entire term of the financing. This energy performance- based contract shall be in full compliance with West Virginia Code Section ?18-5-9a.As such, the successful ESCO will be required to guarantee the energy savings on an annual basis. Annual reconciliation of the achieved savings will be required. The ESCO shall reimburse the MCBOE for any shortfall of the guaranteed energy savings as was projected in the contract. Proposals must include the following: 1) Executive Summary, 2) Experience and Qualifications, including evidence of NAESCO accreditation if available, two years of most recent financial statements or annual reports, organizational structure of company and key personnel who will be responsible for the project, previous experience with similar projects within the past five (5) years including project details and results, three references with contact information and 3) Project Overview including details on how the project will be performed, guaranteed and supported long term. A selection committee will evaluate the proposals and may conduct discussions with the top three ESCO’s submitting proposals deemed to be the most highly qualified to provide the service required and will rank firms in order of preference. The selection committee will then submit a recommendation to the Mercer County Board of Education for action. The Mercer County Board of Education reserves the right to reject any and all statements from ESCOs and to make the award in any manner deemed by it, in its sole discretion, to be in the interest of Mercer County Schools and in accordance with West Virginia Code Section ?18-5-9a.
