Preston County Board of Education by and through The West Virginia State Board of Education, pursuant to West Virginia Code Section 18-2E(p)(4)(C), Kingwood, West Virginia, will receive Bids for WEST PRESTON MIDDLE SCHOOL / VALLEY ELEMENTARY SCHOOL, Arthurdale, West Virginia, until 1:00 p.m. local prevailing time, on March 05, 2015, at the office of the Preston County Board of Education, 731 Preston Drive, Kingwood West Virginia, at which time and place all Bids will be publicly opened and read aloud. Multiple Prime Bids will be received for the following Project:

West Preston Middle School / Valley Elementary – PHASE 2
Arthurdale, West Virginia

This Project is being Bid Multiple Prime Contracts:

Including all Waste Water Treatment Plant Upgrades, and Site / Civil Work

The last day for Addenda to be issued is March 02, 2015, at 1:00 P.M. Substitution Requests will be considered prior to February 05, 2015. The Bid Date will not be extended.

A MANDATORY Pre-Bid Conference, for Prime Contractors only, and Site Walk-Through shall be performed. Failure to have representation at the Pre-Bid Conference will disqualify contractors from bidding the project. This will be held on January 27, 2015, at 1:00 P.M. at the following location:

The contractors will be reminded during this Pre-Bid Conference of the latest requirements for submission of the list of subcontractors and major material suppliers, and that they must submit the latest Form SBA 123 "List of Proposed Subcontractors, Equipment / Material Suppliers".

Copies of the Documents may be obtained by Prime Contractors by depositing a check in the sum of $200.00 to Charleston Blueprint, made payable to the Preston County Board of Education, for one (1) set of Documents so obtained. The amount of the deposit will be refunded to each Prime Contract Bidder who returns the Plans and Specifications in good condition with-in ten (10) days (March 15, 2015) after the date of Bid Opening. The deposits will be refunded if documents are returned in good condition; otherwise, deductions will be made in the amount not to exceed the actual cost of reproduction. Subcontractors and Suppliers may obtain documents at their own expense. These sets or partial sets of Documents are not refundable. This is a PREVAILING WAGE PROJECT, and shall be completed with-in the requirements of the West Virginia Division of Labor, Construction Rates, 2015. All required Certified Payroll Documentation, along with Waiver of Lien, must be provided with every Pay Application for review and approval.

Each Bidder must be registered with the West Virginia Department of Tax and Revenue prior to the time and date for Receipt of Bids in order for the Bid to be considered. Each Bidders registration certificate number shall be written in the space provided on the Bid Proposal Form, as well as a copy of the Contractors’ License.

All Bidders are required to be licensed to perform work in the State prior to submitting Bid for this project as required by Chapter 21, Article 11, of the Code of West Virginia. Each Bidder’s Contractor License number shall be written in the space provided on the Bid Proposal Form, as well as providing a copy of the Contractors’ License.

All Bidding Contractors must provide the State of West Virginia Drug Free Work Place Conformance Affidavit SBA 188 with their Bid, and shall acknowledge same in the space provided on the Bid Proposal Form. If this information is not provided, the Bid Form shall be considered incomplete, and will be rejected.

The West Virginia Board of Education, pursuant to West Virginia Code Section 18-2E-5(p)(4)(c) reserves the right to reject any or all bids.

A satisfactory Bid Bond furnished by a solvent surety company authorized to do business in the State of West Virginia, in an amount equal to five (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the total amount of the Bid, payable to the Preston County Board of Education, shall be submitted with each Bid.

Each (The) successful Bidder will be required to furnish a satisfactory Performance Bond and Payment Bond and the fee for same shall be included in their Bid.

No Bid may be with-drawn after the scheduled closing time for the receipt of Bids for at least thirty (30) days there-after, with-out forfeiture of bid security as liquidated damages, not as a penalty.

Preston County Schools reserves the right to accept or reject any or all proposals, and to waive technicalities to the extent not prohibited by law or regulation, and take whatever action is in the best interest of the school system.
