Sealed bids for the Upgrades at the Broadford Lake and Bradley Run Water Treatment Plants Project will be received by the Town of Oakland at their office located at 15 South Third Street, Oakland, Garrett County, Maryland, until 2:00 P.M., L.P.T., on February 17, 2015, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by Thrasher Engineering, Inc. Immediately following the scheduled closing time for the reception of Bids, all proposals which have been submitted in accordance with the conditions of the Contract Documents will be publicly opened and read aloud.

The main components of the project consists of the following:

1. Broadford Lake Water Treatment Plant:

A. Remove and replace raw water pumps.

B. Remove and replace high service pumps.

C. Remove and replace filter media and surface wash assemblies and piping.

2. Bradley Run Water Treatment Plant:

A. Install two (2) new Backwash Pumps

The Work will be substantially completed within 180 calendar days after the date when the Contract Time commences to run, and completed and ready for final payment within 60 days after the date when the Contract Time commences to run. Liquidated damages shall be $1,500.00 per day.

Complete sets of Drawings and Specifications may be obtained from the office of Thrasher Engineering, Inc., 300 Association Drive, Charleston, WV 25311 for the following cost:

● Bidding Documents issued as hard copy drawings and hard copy specifications are available for $50.00 per set.

● Bidding Documents issued as digital drawings and digital specifications on a C.D. are available for $25.00 per set.

Amounts paid are not subject to refund.

A two envelope system will be used.

Envelope No. 1 must have the following information presented on the front:

Name and address of Bidder
Bid on Upgrades at the Broadford Lake and Bradley Run Water Treatment Plants
Received by the Town Oakland.

Envelope No. 2 labeled "Bid Proposal" shall also be placed inside of Envelope #1.

Envelope No. 1 will be opened first and the Bid Opening Requirement items checked for compliance as outlined on the Bid Opening Checklist on page BOR – 1 of these contract documents. If such documents are found to be in order, Envelope No. 2 "Bid Proposal", will then be opened and will be publicly read aloud. If the documents required to be contained in Envelope No. 1 are not in order, Envelope No. 2 "Bid Proposal" will not be opened and the Bid will be considered non-responsive and will be returned to the Bidder.

A Bidder may not withdraw his bid for a period of ninety (90) days after the date set for the opening of bids.

Bids shall be accompanied by a certified check or Bid Bond payable to Town of Oakland, in an amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the base Bid.

Nondiscrimination in Employment – Bidders on this work will be required to comply with the President’s Executive Order Number 11246 and the provisions of Executive Order No. 10925 as included therein. The requirements for bidders and contractors under this order are explained in the specifications.

Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprise (MBE) participation as described in the Federal Specifications insert to the Contract Documents. Special provisions must be made by the Bidder to show what portions of the Bid within each Division are supported by MBE work. In addition, the Project Administrator, will supply each Bidder, upon request, with information concerning local MBE firms. MBE participation is encouraged.

The selected low bidder will be required to submit complete DBE information as required in section MDE (1-32), to the Engineer within five (5) calendar days after Bid opening.

Bids received after the scheduled closing time for the reception of bids will be returned unopened to the bidders.

The Town of Oakland reserves the right to reject any and all bids.

A pre bid conference will be held at the Town of Oakland located at 15 South Third Street, Oakland, Garrett County, Maryland, on Tuesday, January 27, 2015 at 11:00 A.M., L. P. T.

CLAIRS CROSSING, BLUEFIELD, VA 24605 has submitted an application for the modification of Article 11/WVNPDES Permit No. WV1024175 to the Department of Environment Protection, 254 Industrial Drive, Oak Hill, WV 25901-6102 in order to revise the Total Aluminum limitation on Outlets 001, 002, 003, 004, and 005 according to the Aluminum Translator Study The operation will discharge Treated, Storm water into Unnamed tributaries of East River and East River of Upper New River and is located 5.5 (miles), southwest of Princeton, WV, in Beaver Pond and East River District(s) of Mercer County(ies), Longitude 81? 04′ 08″ and Latitude 37? 17′ 50″ (Coordinates from USGS Topographic Map). The Department of Environmental Protection is seeking information on private surface water intakes for human consumption located in the above listed receiving streams and located down stream of this operation. Please provide you name, phone number, mailing address, the name of the stream being with the intake, and the physical location of the intake. This information needs to be submitted to the address above. An anit-degradation review has been conducted. Tier 1 protection is afforded because effluent limitations ensure compliance with water quality criteria for all designated uses. Where applicable, Tier 2 protection is also afforded because the agency has made a determination that the discharge(s) will not cause significant degradation to the receiving stream(s) for any parameters of concern. Comments on the Article 11 WV/NPDES application or requests for a public hearing regarding the Article 11/NPDES application shall be in writing and if a public hearing is requested shall state the nature of the issues proposed to be raised in the hearing. Such written comments or requests should be sent to the Department of Environmental Protection (DEP) at the address above, and must also reference the Article 11/NPDES permit number shown above. Comments received by 2/12/15, or thirty (30) days from date of publication, will be considered.
