INVITATION FOR TIMBER SALE PROPOSALS MERCER COUNTY AIRPORT AUTHORITY MERCER COUNTY AIRPORT BLUEFIELD, WEST VIRGINIA April 1st 2016 The Mercer County Airport Authority (MCAA) is requesting proposals from qualified individuals or firms (Proposer) to harvest timber from portions of the Mercer County Airport located outside of Bluefield, West Virginia. The MCAA will accept sealed proposals until 5:00 P.M., May 16,2016. GENERAL BACKGROUND INFORMATION General Sale Area Description The proposed sale area(s) includes approximately 138 acres, and is located within the Mercer County Airport property. Contract Performance Time Limit The anticipated contract performance time limit for the timber sale is one (1) calendar year. All Contract work must be completed within one (1) calendar year beginning at the Contract date. Timber Volume Estimate Prospective Proposers are solely responsible for making their own determination of the species, volumes, and quality of timber available for harvest within the sale area(s). Interested parties should be prepared to conduct their own timber inventory or other estimate of the timber that is subject to the Contract. Prospective Proposers shall be responsible for bearing all costs associated with the preparation of any timber volume estimates. The MCAA shall not reimburse Proposers for any of these costs. Payment Terms The Successful Proposer will pay a lump sum amount to the MCAA prior to commencement of harvesting operations for the right to harvest timber from the sale areas within a specified period of time not to exceed one year. The Contract will require 50{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c} payment at the time of execution of the Contract and the balance will become due prior to the commencement of operations or six (6) months after the Contractor signature, whichever occurs first. Property Line Survey The Successful Proposer will be responsible for conducting all field surveying required to locate property lines as needed to prevent trespass on adjacent landowners. Access for Due Diligence Surveys Access to the sale area(s) for inspection of the timber is by road and foot. Prior authorization from the Airport Authority is required to conduct on-site due diligence activities in excess of the opportunity afforded by the pre-proposal conference. Permits, Fees, Taxes, Etc. Obtaining all required regulatory permits will be the sole responsibility of the Successful Proposer. The Successful Proposal shall be solely responsible for paying all required fees, taxes and incidental costs associated with the harvest operation. Harvest Operation Infrastructure The Successful Proposer will be responsible for the construction, re-construction, maintenance and reclamation of all access and sale area roads. Access to the sale area(s) may include encounter a State Route. Access on this State Route may require permission from the West Virginia Department of Transportation. The Successful Proposer shall be solely responsible for coordinating such access and obtaining all required permits. II. The harvest operation will require a high level of operational efficiency, the financial capability to satisfactorily complete the project on-schedule and with a commitment to environmentally sound logging practices The Successful Proposer will be required to supply all capital, labor, equipment, materials, staff and sub-contractors necessary to harvest, process, transport, sort, scale and market logs. The Successful Bidder will satisfy all other required obligations under the Contract. All proposals received after the bid date indicated above will be considered non-responsive and returned to the Proposer. Upon closure of the proposal receipt period, the MCAA will review and evaluate all responsive proposals and make a determination as to which proposal is in the best interest of the MCAA. The MCAA reserves the right to reject any or all proposals based on the internal review. The MCAA will hold a pre-proposal conference at the Mercer County Airport at 2:00 P.M., May 2nd, 2016. The purpose of the conference will be to tour the proposed sale areas and discuss the project. Proposals may not be withdrawn for a period of ninety (90) calendar days from the date of opening.
