ADVERTISEMENT FOR BIDS Mercer County Courthouse Roof Replacement Project Phase 2 Sealed bids for the Mercer County Courthouse Roof Replacement Project will be received by the Mercer County Commission at the Mercer County Courthouse until 2 pm on Tuesday March 24, 2015 at which time all bids received will be publicly opened and read aloud. The work includes, but is not limited to, removal of existing roof and installation of new roof systems and drains on the west wing of the Mercer County Courthouse, as described in documents prepared by E.T. Boggess, Architect, Inc. The copper copings are not to be removed, but are to be evaluated for integrity. Bids received after the scheduled opening will be returned to the bidder unopened. All bids must be enclosed in sealed envelopes bearing the name “Mercer County Courthouse Roof Replacement Project Phase 2.” Faxed bids will not be accepted. Bids may be mailed to Mike Vinciguerra, President, Mercer County Commission, 1501 West Main Street, Princeton, WV 24740, and received prior to bid date. Mercer County intends to utilize funds with a grant from the West Virginia State Historic Preservation Office to complete this work. Bidders will be required to comply with the President’s Executive Order No. 11246, which prohibits discrimination in employment regarding races, creed, color, sex, or national origin. Bidders must comply with the requirements for Affirmative Action and Minority Business Enterprises participation as described in PL 95-507. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Copeland Act, the Contract work Hours and Safety Act, and the West Virginia Division of Labor Wages for Construction of Public Improvements pursuant to West Virginia Code 21-5A-3. Wage rates paid by contractors must comply with “WV Fair Minimum Wage Rates” (Prevailing Wage). The contractor must carry out the described work in compliance with the Secretary of Interior’s Standards for Rehabilitation. The bidding contractor will be required to furnish a certified check or bank draft payable to the Mercer County Commission or a Bid Bond executed by the Bidder and a grantee Bidder and a Bidder surety company approved by the Mercer County Commission, Mercer County, West Virginia in the amount equal to five percent (5{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}) of the total projected cost of the work, materials and labor, plus proposed fee. It shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award. No Bid shall be waived or returned because the Bidder failed to or cannot comply with any requirements as set forth in Plan, Specifications, or any applicable statutes of the United States, the State of West Virginia and/or local ordinances. The cost for each set of documents is $100 (plus $10 if shipping is required) non-refundable. The bid documents are also available on CDs for $40.00 (also non-refundable). A mandatory pre-bid conference will be held on Tuesday March 17, 2015 at 2pm at the Mercer County Courthouse. All general contractors bidding the project must attend the pre-bid meeting to familiarize themselves with the project. The last day for questions will be Thursday March 19, 2015 with the final addendum (if necessary) to be issued by close of business on Friday March 20, 2015. The Mercer County Commission reserves the right to reject any or all bids and to waive any informalities therein. No bid may be withdrawn for a period of thirty (30) days after the time of opening of the bids. All bidders will be required to certify, indicate and acknowledge that he/she has all appropriate licenses and meets all qualifications required by the statutes of the State of West Virginia and the City of Princeton. The project completion date is no later than June 30, 2015 and will be reviewed by the West Virginia State Historic Preservation Office.
