NOTICE OF PUBLIC HEARING CITY OF BECKLEY, WEST VIRGINIA FOR THE FY 2016 ANNUAL ACTION PLAN AND THE FY 2015 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM SUBSTANTIAL AMENDMENT Notice is hereby given that the City of Beckley, Raleigh County, WV will hold a public hearing on Tuesday, August 2, 2016 at 5:00 p.m. in the: Council Chambers at City Hall 409 South Kanawha Street Beckley, WV 25801 The City Council Chambers are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate citizens in order for them to participate in the public hearing, including a Spanish interpreter, please call Ms. Angela L. King, Grants Administrator, City of Beckley, at (304) 256-1759, to make those arrangements by July 27, 2016. The purpose of the public hearing is to present the City of Beckley’s FY 2016 Annual Action Plan for the use of Community Development Block Grant (CDBG) funds and to present the Substantial Amendment to the City of Beckley’s FY 2015 Annual Action Plan for the use of CDBG funds. The City intends to submit its FY 2016 Annual Action Plan in the amount of $283,994 for Community Development Block Grant funds. In addition to the above funding source, the City has funds from the FY 2015 CDBG program that is proposed to be reprogrammed in the amount of $55,035. The FY 2016 Annual Action Plan and the FY 2015 Substantial Amendment will be submitted to HUD on or before August 15, 2016. The City of Beckley adopted its FY 2015 Annual Action Plan and Budget for the use of CDBG funds on August 11, 2015. In accordance with CDBG program regulations, the City is allowed to make substantial amendments to its Annual Plan and Budget in accordance with the City’s Citizen Participation Plan. The City has determined that it is necessary to amend the approved CDBG program budget for the previously approved program year of FY 2015. The funds will be reprogrammed from a cancelled project to increase funding for another previously approved project and the creation of a new project. This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan as the following applies: the scope, purpose, and location of the project has changed. The amendment to the FY 2015 CDBG Annual Action Plan is proposed as follows: 1. CD-15-01 Administration – Increase the line item budget amount by $46,201 for a new budget amount of $55,527. 2. CD-15-04 Pine Haven Homeless Shelter – reduce the line item budget amount by $55,035 and delete this project. 3. CD-15-06 Parks and Recreation Improvements – create a new activity under Parks and Recreation Improvements in the amount of $8,834. In order to obtain the views of citizens, public agencies, and other interested parties, the City of Beckley will place its FY 2016 Annual Action Plan and FY 2015 Substantial Amendment on display from July 8, 2016 through August 8, 2016, at the following locations during normal operational hours: City of Beckley – City Hall 409 South Kanawha Street, Beckley, WV 25801 Raleigh County Public Library 221 North Kanawha Street, Beckley, WV 25801 On the website at http://www.beckley.org The FY 2016 Annual Action Plan and FY 2015 Substantial Amendment will be available for examination during normal business hours of operation for a period of thirty (30) days until August 8, 2016. The Plans will be submitted to the City Council on or about August 9, 2016, at which time the FY 2016 Annual Action Plan and FY 2015 Substantial Amendment will be presented to the Beckley City Council for approval at its regular City Council Meeting at 6:30 p.m.. The proposed FY 2016 Annual Action Plan and FY 2015 Substantial Amendment were prepared after conducting a public hearing on housing and community development needs and meetings with the City’s staff and officials. The following CDBG activities are proposed for funding under the FY 2016 Annual Action Plan: General Administration $56,798 Community Policing $42,599 Park and Recreation Improvements $116,439 Slum and Blight Removal $68,158 Total FY 2016 CDBG Funds for Project Activities = $283,994 If the City would undertake an activity that would result in the displacement of families or individuals, then the City would utilize its policy for minimizing such displacement. Furthermore, the City is responsible for replacing all low- and moderate-income housing units that may be demolished or converted as a result of CDBG Funds. All interested persons, groups, and organizations are encouraged to attend this public hearing and will be given the opportunity to present oral or written testimony concerning the proposed plan and uses of Federal funds under the FY 2016 Annual Action Plan and FY 2015 Substantial Amendment.
