NOTICE OF REQUEST FOR
ARCHITECTURAL/ENGINEERING
QUALIFICATIONS
The Morgan County Economic Development Authority (MCEDA), Morgan County, West Virginia, is accepting Statements of Qualifications from qualified professional engineering consulting firms detailing the firm’s qualifications, technical expertise, personnel for the engagement, related experience, examples of prior similar projects, and references for similar engagements, including contact information. The SOQ should demonstrate the consultant’s ability to provide a full range of architectural and engineering services for projects in the planning, design, bidding, permitting and construction phases.
Services required may include, but are not limited to, planning, surveying, environmental evaluations, design, bidding, permitting, project management, construction administration, inspection, and other architectural and engineering services, for various current and future projects within Morgan County as identified by the MCEDA. Projects may include, but are not limited to, roads, site preparation, utility infrastructure, greenfield development, brownfield remediation, storm water improvements, construction and/or renovation of buildings, and other similar elements that may be necessary to support the MCEDA’s economic development mission. MCEDA’s intent is to enter into a General Services Contract with the selected firm which allows the MCEDA to issue task orders for specific projects and/or services as identified by the MCEDA. The MCEDA anticipates that the contract with the chosen firm will be for a period of three (3) years with annual renewals thereafter with the mutual agreement of the consultant and the MCEDA.
Procurement of said services will be in accordance with West Virginia Code 5G-1-3. Interested firms must submit three (3) copies of all requested information by mail or hand-delivery to the Morgan County EDA, Attention: Lyn Goodwin, Executive Director, 81 War Memorial Drive, Berkeley Springs WV 25411 AND one (1) electronic copy of all requested information to [email protected] by 5:00 p.m. on January 12, 2026. It is the responsibility of the respondent to ensure receipt of the proposal by the date and time specified.
Attention is directed to the fact that the proposed project(s) may be undertaken with a variety of funding sources including Local, State, and Federal funding and that all work will be performed in accordance with the regulations issued by such agencies and the State of West Virginia pertaining thereto.
MCEDA shall evaluate the statements of qualifications and performance data and other material submitted by interested firms and select a minimum of three firms which, in their opinion, are best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach. MCEDA shall rank, in order of preference, these three professional firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services.
Should the MCEDA be unable to negotiate a satisfactory contract with the firm considered to be the most qualified, at a fee determined to be fair and reasonable, price negotiations with the firm of second choice shall commence. Failing accord with the second most qualified firm, the committee shall undertake price negotiations with the third most qualified firm. Should the MCEDA be unable to negotiate a satisfactory contract with any of the selected firms, it shall select additional firms in order of their competence and qualifications, and it shall continue negotiations in accordance with these procedures until an agreement is reached.
MCEDA will afford full opportunity to women-owned enterprises, disadvantaged business enterprises, and minority business enterprises in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin in the award of this contract.
The MCEDA reserves the right to accept or reject any or all Statement(s) of Qualifications. The MCEDA reserves the right to waive any non-conformity in the submission, contents or otherwise related to any Statement of Qualifications. The MCEDA shall not be responsible for any costs incurred by any firm or individual in connection with preparing any response to this Request for Statement of Qualifications.
