The Morgan County Commission (MCC) is seeking to retain a firm, licensed in both West Virginia and Virginia, to provide services for Watershed Planning and the development of a Watershed Plan- Environmental Assessment for Sleepy Creek Watershed, Morgan County, West Virginia, along with areas in Frederick County, Virginia. The goal is to identify and evaluate a range of eligible watershed protection measures to address flood prevention, watershed protection, rural water supply, recreational opportunities, and any other resource concerns identified during the planning process.

All firms interested in being considered must submit a proposal detailing qualifications, technical expertise, management, and staffing capabilities, related prior experience, and explanation of firm’s current errors and omissions insurance coverage. To be considered for award firms must be registered in the System for Award Management (https://sam.gov).

A competitive evaluation process will objectively select qualified firms for discussions to include Scope-of-Work and Estimated Probable Costs to establish a contract for the highest quality of service at a realistic fee. Accordingly, technical qualifications and experience will be weighed heavily. Submittals to [email protected] must be received prior to 4 p.m. on August 23, 2024.

All applicable laws, rules, and regulations including Title VI of the Civil Rights Acts of 1964, President’s Executive Order No. 11246, and Conflict of Interest Statement and Access to Records provisions. The selected firm must also comply with the Minority/Women-Owned Business Enterprise and Affirmative Action requirements. The MCC will afford full opportunity to women-owned and minority business enterprises that submit a show of interest in response to this request and will not discriminate against any interested firm or individual on the grounds of race, creed, color, sex, age, handicap, or national origin. The contract will be awarded to the firm whose proposal demonstrates that that they are best qualified to carry out the deliverables within the scope of work and other factors considered.
