Description: Unsolicited PPEA for Courthouse Building Systems Modernization

Tazewell County has received and accepted an unsolicited proposal from Southland Industries for a public-private partnership under which the private proposer would provide a comprehensive and holistic modernization and infrastructure renewal program for the Courthouse to include all critical building systems. End of life mechanical, electrical, lighting, building automation, and roofing systems are included. Competing proposals are invited and should be delivered on or before August 23, 2019 at 4:30 PM in writing, to the office of the County Administrator at 197 Main Street, Tazewell, Virginia 24651, Attn: County Administrator. Emailed or faxed Proposals shall not be accepted. Proposals received after the closing date and time will not be accepted. Minority and Women owned businesses are encouraged to apply.

Special Requirements & Highlights: The Courthouse will remain occupied and in-service during renovation. Proposers should include in their proposal a description of how the project will be managed to eliminate disruption to court activities. Tazewell seeks a fully qualified Mechanical, Electrical, and Plumbing (MEP) Design-Build solutions provider to perform as the private partner on the project. Minimum qualifications for the private partner include:

— Previous Experience: Proposers must have successfully completed a minimum of 5 Courthouse Design-Build projects with minimum contract value of $1M each within the last 10 years.
— Project team: Proposers must provide names, resumes, and qualifications of currently employed staff that will implement all critical phases of the work. Include names, resumes, and qualifications for team (Design, Build, and Maintain Phases)
— Insurance: Proposers must provide a Certificate of Insurance for General Liability ($10M umbrella minimum) and Professional Liability ($1M minimum)
— Bonding Capacity: Proposers must provide documentation of $10M in available bonding capacity at the time of the proposal submittal.
— Safety: Safety is a priority. Proposers must illustrate record of superior safety results. Provide EMR Score for last (3) years. EMR for each year must be 0.75 or below.
