ORDER AND NOTICE OF ELECTION

FOR ADDITIONAL HAMPSHIRE COUNTY SPECIAL EXCESS LEVY

At a regular meeting of the County Commission of Hampshire County, West Virginia held on the 22nd day of February 2016, as provided by law, the following Order is hereby made and entered of record, to wit:

The Hampshire County Commission, being advised by the Hampshire County Emergency Services Advisory Committee, that funds are needed for the establishment and operation of a full time paid Ambulance Company for Hampshire County, (this company will augment the six volunteer ambulance companies in the county), to authorize a special Levy Election in order to obtain funds for the operation of said company is hereby ORDERED.

1. That the purpose for which funds are needed is to provide for the establishment and operation of a full time paid company that will provide Emergency Medical Service twenty four hours a day, seven days a week. Funds are needed for salaries, benefits, and training, as well as the purchase and maintenance of required equipment and facilities.

2.  The newly formed company will be authorized to expend or carry over to the next fiscal year all money collected in any fiscal year for the purposes noted above.

3.  The approximate amount needed for the stated purpose is $841,049.00 for the fiscal year beginning July 1, 2016.  The estimated mutual amount collected is $783,017.00.  This amount reflects the uncollectible tax of 7{4ceb532c6f579389df471c6c1e832caf2346b74dc60fcbf6aabd4d29df3baf9c}.

4.  The separate and aggregate assessed valuation for each class of taxable property within Hampshire County, West Virginia for fiscal year 2015 is as follows:

Class I    0.00
Class II    726,632,486.00
Class III    500,359,965.00
Class IV    50,505,780.00
Aggregate    1,277,498,231.00

5.  The proposed additional rate of levies in cents on each class of property, based upon 2016 valuation is as follows;

Class I    2.3 cents per $100.00 assessed valuation
Class II    4.6 cents per $100.00 assessed valuation
Class III & IV    9.2 cents per $100.00 assessed valuation

6.  The proposed years to which the special levy shall apply are the fiscal years beginning July 1, 2016, July 1, 2017, July 1, 2018, July 1, 2019, July 1, 2020.

7.  The Hampshire County Commission will not issue bonds upon approval of the proposed special levy.

8.  The question of such additional levy shall be submitted to a vote at an election to be held on the 10th day of May 2016.

9.  Notice calling such election shall be given by the publication of this Order at least once each week for two successive weeks before said election in the Hampshire Review, a newspaper of general circulation in the territory in which the election is to be held.  All the provisions of a general election shall apply in so far as they are practicable, except that a separate ballot shall be used at such election when held in connection with any other election.

10.  The ballot to be used in such election shall be in the form as follows:

“Election to authorize additional levies for the fiscal years beginning July 1, 2016, July 1, 2017, July 1, 2018, July 1, 2019 and July 1, 2020, for the purpose of providing funding for the establishment and operation of a full time paid Ambulance Company for Hampshire County that will augment and support the six volunteer ambulance companies in the County, (but is not intended to replace those volunteer units), entered on the 22nd day of February, 2016.

The total approximate amount for fiscal year 2015 shall be $783,017.00 with an increase in each succeeding year based on the increased value of taxable property.

The additional levy on Class I property shall be 2.3 cents per $100.00 of assessed value; the additional levy on Class II property shall be 4.6 cents per $100.00 of assessed value; the additional levy on Class III and Class IV property shall be 9.2 cents per $100.00 of assessed value.
