General Notice
Th Tonlinson Public Service District (Owner) is requesting Bids for the construction of the following Project:
Water System Improvements
Contract Nos. 1, ,2 and 3
Bids for the construction of the Project will be received at the Tomlinson PSD office located at

September 8, 2021, at 2:00 pm local time. At that time, the Bids revceived will be publicly opened and read.
THIS PROJECT WAS FORMERLY ADVERTISED WITH A BID DATE OF JUNE 30, 2021, AND A MANDATORY PRE-BID DATE OF JUNE 16, 2021. THE PREVIOUS ADVERTISEMENT HAS BEEN CANCELLED AND THE NEW DATES ARE AS SHOWN HEREIN. IF YOU HAVE NOT BEEN IN CONTACT WITH GHOSH ENGINEERS CONCERNING THE PREVIOUS CONTRACT, PLEASE CALL

The Project includes the following Work:
Contract No. 1: This project includes approximately 30,151 LF of 8″, 2,003 LF of 6″, and 715 LF of 2″ PVC water line, 4,400 LF of 8″ DIP water line, 25 new fire hydrants, 185 service reconnections, 64 new meter assemblies with PRV, service line, connections to existing system, gate valves, miscellaneous surface restoration, and all other necessary appurtenances for a complete and in-place installation.
Contract No. 2: This project includes approximately 14,924 LF of 10″, 3,600 LF of 8″, and 7,400 LF of 6″ PVC water line, 1,450 LF of 10″ DIP water line, 11 new fire hydrants, 53 service reconnections, 25 new service connections, 13 new service connections with meter and PRV, service line, connections to existing system, gate valves, miscellaneous surface restoration, and all other necessary appurtenances for a complete and in-place installation.
Contract No. 3: This project includes approximately 900 LF of 10″, 350 LF of 8″ of PVC waterline, five (5) new fire hydrants on existing lines, six (6) new gate valves on existing lines, SCADA upgrades at three (3) existing tank sites, one (1) 250,000 gallon water storage tank, one (1) 250,000 gallon tank rehabilitation, one (1) new packaged booster pumping station, two (2) renovations of existing booster pumping stations, one (1) trailer mounted emergency generator, gate valves, and all other necessary appurtenances for a complete and in-place installation.
No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids.

Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of GHOSH Engineers, Inc.) Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $200.00 for Contract No.1; $200.00 for Contract No. 2; and $200.00 for Contract No. 3. The shipping cost for each request will be an additional $25.00

Bid Security
A certified check nade out to the Owner, or a Bid Bond executed by the Bidder and Bidder’s surety company approved by the Owner, in the amount of five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United States, the State of West Virginia, and/or local ordinance.
Bidding Method
The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following:

b. Acknowledgement of Receipt of Addenda to Plans, Specifications and Contract Documents
c. Drug-Free Workplace Conformance Affidavit

DBE Rewuirements
Each Bidder must fully comply with the requirements, trems, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.
The bidder agrees to make “good faith efforts” to sub-contract a portion of the value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejectins of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract.
Nondiscrimination of Employment
Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for bidders and contractors under this order are explained in the specifications.
Contractor’s License
All bidders are required to have a West Virginia Contractor’s License per Section 21-11-11 of the West Virginia Code.
Drug Free Workplace
West Virginia Code 21-1D-5 provides that any solicitation for a public improvement constructuon contract requires that each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submiited in the first envelope as evidenc of the vendor’s compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug Free Workplace affidavit in the first envelope shall result in disqualification of such bid.
Suspension and Debarment
Recipients shall not entertain the use of businesses that are listed on the “Excluded Parties List” at
www.epls.gov
in accordance with 2 CFR Part 1532 and Sub-part B and C of CFR Part 180.
Notice of Federal Wage Rates
Contractors are required to comply with all federal wage rates issued in accordance with the Davis Bacon Act.
Time of Completion
The Time of Completion for Contract Nos. 1, 2, and 3 shall be 270 consecutive calendar days beginning with the Award of Contract and written Notice to Proceed.

The Tomlinson PSD reserves the right to reject all bids.
