Activity:
Operate and maintain a Class F industrial solid waste landfill (West Hollow Landfill) and best management practices in the drainage basin of the Ohio River near mile point 192 for the disposal of non-hazardous wastes generated at the Sabic Innovative Plastics located in Washington, WV;
Maintain and monitor a closed Class F industrial solid waste landfill (Woodmar Landfill) and best management practices in the drainage basin of the Ohio River near mile point 192 previously utilized for the disposal of non-hazardous wastes generated at the former General Electric Company located in Washington, WV;
Operate and maintain a treatment and disposal system and best management practices for the direct discharge of treated industrial wastes (stormwater and landfill leachate) via Outlet 006 to an unnamed tributary of the Ohio River approximately 1.3 miles from its mouth; and Operate and maintain disposal systems and best management practices for the direct discharge of untreated storm water (haul roads and borrow areas) via Outlets 003, 004, 005, 011, and 012 to an unnamed tributary of the Ohio River approximately 2 miles from its mouth.
An antidegradation review has been conducted. Tier 1 protection is provided for the uses specified in 47 CSR 2.
Business conducted:
Operate and maintain an active Class F industrial solid waste landfill (West Hollow Landfill) and a closed Class F industrial solid waste landfill (Woodmar Landfill) for Sabic Innovative Plastics.
Implementation:
N/A
On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins August 6, 2021 and ends September 6, 2021.
Comments received within this period will be considered prior to acting on the permit application.
Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
