PUBLIC NOTICE In compliance with Chapter 22-15-7 of the West Virginia Code, the Free Day Operating Procedures and Free Day Schedule at the Raleigh County Landfill for the year 2016 is as follows: January 28, 2016 February 25, 2016 March 31, 2016 April 28, 2016 May 26, 2016 June 30, 2016 July 28, 2016 August 25, 2016 September 29, 2016 October 27, 2016 November 17, 2016 December 29, 2016 Operating Procedures for Free Day 1. Free Day operating hours will be the normal operating hours for that day. 2. Free days will be the last Thursday of each month. Up to one pickup truck of residential solid waste per household, not to exceed 516 pounds, will be accepted. 3. All loads must be tarped or secured upon arrival. If loads are not secured, a $5.00 anti-littering fee will be charged which will be applied to the RCSWA Litter Control Program for roadside litter pick up. 4. Residential solid waste only will be accepted. 5. One load of residential household waste per household only will be allowed on Free Day, not to exceed 516 pounds. Return trips on Free Day will be charged the regular disposal fees. NO EXCEPTIONS. 6. All refrigerators, freezers and air conditioners must be accompanied by a certificate from a certified refrigeration technician stating that the refrigerant agent has been removed. 7. E-Waste (televisions, monitors) is not included in the Free Day materials. 8. Tires are not included in the free day materials, but will be accepted at the normal disposal fee established by our Tariff. 9. Commercial and contract haulers will NOT be permitted to dump free. 10. Waste must be dumped in designated areas only. 11. The Solid Waste Authority will not be held liable for any damages or accidents that may occur at the Raleigh County Landfill. 12. Anyone not complying with these procedures will be required to pay for disposal of waste or required to leave the premises. 13. All loads will be subject to random waste audits, as required by Federal EPA regulations. 14. Any person who is not a resident of West Virginia may only participate in the monthly free disposal day upon proof that his or her state of residence would likewise allow West Virginia residents to dispose of residential solid waste in the same or substantially similar manner. 15.
