The City of Parkersburg/Wood County HOME Consortium’s Consolidated Annual Performance and Evaluation Report (CAPER) of the program year 2020-2021 for the Community Development Block Grant (CDBG) and HOME Programs are available for public review. The CAPER outlines expenditures of CDBG and HOME funds during the past program year (July 1, 2020 through June 30, 2021) and outlines programs and accomplishments including individual project status.

The CAPER is available for public review in the Development Department on the fifth floor of the Municipal Building, One Government Square. Parkersburg, WV. The CAPER will also be available to view on the City of Parkersburg website under the ‘reports’ section of the Planning and Development page beginning of the September 9, 2021.

The City will accept comments on the CAPER for a period of sixteen (16) days from the original publication of this notice. The CAPER, as well as any appropriate comments will be sent to the U.S. Department of Housing and Urban Development for their review.

The City will also hold a public hearing concerning the CAPER on September 21, 2021 at 5:00PM in the Glen Meeks conference room in the City Council Chambers on the 2nd floor of the Municipal Building, One Government Square, Parkersburg, WV.

HUD requires the submission of the CAPER no later than 90 days after the closing of the program year. Before submission to HUD, the draft CAPER must be made available for public review and comment for no fewer than 15 days. The public review and comment period for the Program Year 2020 CAPER will be September 9, 2021 – September 28, 2021.

The public is invited to review and comment on the draft Program Year 2020 CAPER for a 16-day period. This comment period is planned in accordance with the City’s Citizen Participation Plan. After all public comments have been considered, the CAPER will be submitted to HUD on or before September 28, 2021.
