NOTICE OF REQUEST
FOR ASBESTOS INSPECTION SERVICES
The Wood County Commission wishes to obtain licensed asbestos inspection services for the following project.

SCOPE OF SERVICES:
The selected consultant shall conduct surveys for asbestos-containing materials identifying types, quantity, and location within the property that has been acquired and will be subsequently demolished as part of the above project. The surveys will involve all accessible areas of the properties to be demolished.
The selected consultant shall:
1. Provide US EPA AHERA certified asbestos inspectors and all necessary sampling equipment to conduct the building surveys.
2. Utilize the procedures and directives as contained in EPA “Asbestos Hazard Emergency Response Act” and Guidance Document “Control of Asbestos In Buildings”.
3. Conduct all necessary inspections and sampling of suspected asbestos-containing materials at appropriate times to ensure protection of site tenants, occupants, etc.
4. Have the samples analyzed in a laboratory which is accredited by the American Industrial Hygiene Association (AIHA).
The selected consultant shall prepare, based upon the completion of the site inspection, sampling, and laboratory data analysis, a report which will include the following:
1. Summary of inspection, sampling and analytical data.
2. Conclusions and Recommendations for the abatement with conceptual abatement cost estimates.
3. Recommendations for asbestos control to safely permit subsequent demolition work.
Procurement of these services shall be in conformity with the applicable laws and regulations of the State of West Virginia and any applicable federal agencies. Contract is to be awarded on a lump sum basis. All consultants interested in being considered for this project must submit a brief statement detailing qualifications and a proposal detailing the number of samples and a quote for services.

The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Conflict of Interest Statement and Access to Records provisions. Alternative Federal and State funding requirements may also apply.
The Wood County Commission will afford full opportunity for minority and women-owned business enterprises to submit a show of interest in response to the invitation and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap status or national origin in the contract award.
