Sealed Bids for the Emergency Transmission Main Replacement, Contract 21-1, will be received by the Mineral Wells Public Service District at 53 Fox Run Drive, Mineral Wells, West Virginia 26150 until 11:00 a.m. (local time), Tuesday, November 23, 2021, and then at said office publicly opened and read aloud.
The work covered by the Contract Documents includes the following:
Contract 21-1 – Emergency Transmission Main Replacement
Construction of approximately 3,150 lineal feet of 10-inch water main, gate valves, and drainage improvements together with necessary appertaining work.

Copies of the Bidding Documents may be purchased from Burgess & Niple, Inc. (Issuing Office) upon payment of $50 for each set (non-refundable).
To be considered a plan holder and to receive Addendums, prospective Bidders must obtain Bidding Documents from Burgess & Niple, Inc. (issuing office). Bidders must be on the Issuing Office’s plan holder list for their bid to be considered responsive.
This project is being funded by grant funds provided under the American Rescue Plan Act (ARPA). Bidders shall comply with all required contract provisions for projects receiving Federal aid including, but not limited to, the provisions of Executive Orders 11246 and 11475, domestic preferences for procurements, procurement of recovered materials, anti-lobbying, equal employment opportunity, debarment and suspension, and Clean Air and Water Act.
Bidders must comply with all laws pertaining to the federal wage rates issued in accordance with the Davis-Bacon Act.
Per the requirements of Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed.
A certified check or bank draft payable to the Mineral Wells Public Service District or a Bid Bond executed by the Bidder and a Surety Company approved by the Mineral Wells Public Service District in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Per the requirements of Article 21-1D-5 of the Code of the State of West Virginia, any Contractor submitting a bid for a public improvement construction contract shall provide an affidavit of compliance that the Contractor has a written plan for a drug-free workplace policy. Failure to complete the Drug Free Workplace Conformance Affidavit Bid Form shall result in disqualification of the Bid.
Attention of the BIDDERS is called to the Instructions to Bidders, which are included in the proposed Contract Documents. Note that BIDDERS are required to contact the Mineral Wells Public Service District to obtain access to the project site.
Proposals shall be completed and properly executed in the proposal bid package supplied in the Specifications.
The Mineral Wells Public Service District reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best BIDDER. Each proposal must contain the full name of every person or company interested in the same. The Mineral Wells Public Service District reserves the right to waive any informalities or irregularities in the Bidding.
