Separate sealed Bids for the construction of the Parkersburg Utility Board, Water System Improvements will be received by the Parkersburg Utility Board at 125 19th Street, Parkersburg, West Virginia 26101 until 10:00 o’clock a.m. (local time), January 6, 2022. Bids will be publicly opened and read aloud at 11:00 o’clock p.m. (local time), January 6, 2022 at the offices of the Parkersburg Utility Board, 125 19th Street, Parkersburg, West Virginia.
Each Bid must be placed within a sealed envelope and shall include the notation “BID ENCLOSED” on the face of it along with the Bidder’s name, address, project name, and Contract Number. Bids delivered via mail or other delivery system must be delivered by the above stated date and time for receipt of the Bids.
The work covered by the Contract Documents includes the following:
Contract Number 20-1, Small Diameter Water Main Replacements
Construction of approximately 2,900 l.f. of 8-inch water main; 24,500 l.f. of 6-inch water main; and 3,000 l.f. of 4-inch and smaller water main; together with necessary appertaining work.
Contract Number 20-2, Large Diameter Water Main Replacements
Construction of approximately 28,600 l.f. of 12-inch water main; 2,200 l.f. of 8-inch water main; 2,200 l.f. of 6-inch water main; booster pumping station, East Street Control Valve Improvements, and check valve vaults together with necessary appertaining work.
Contract Number 20-3, Water Storage Improvements
Construction of a 200,000-gallon elevated water storage tank for the South Side service area together with necessary appertaining work.
Contract Number 20-4, WTP Backwash Basin and Water Storage Tank Improvements
Rehabilitation of backwash basin at Water Treatment Plant, rehabilitation of South Reservoir; demolition of old South Reservoir; and water storage tank improvements at five locations in the distribution system.

Copies of the Bidding Documents will be available for purchase starting on November 29, 2022 from Burgess & Niple, Inc. (Issuing Office) upon payment of the amount noted below for each set (non-refundable):
Contract No. 20-1, Small Diameter Water Main Replacements – $150 per set
Contract No. 20-2, Large Diameter Water Main Replacements – $200 per set
Contract No. 20-3, Water Storage Improvements – $100 per set
Contract No. 20-4, WTP Backwash Basin and Water Storage Tank Improvements – $150 per set
To be considered a plan holder and to receive Addendums, prospective Bidders must obtain Bidding Documents from Burgess & Niple, Inc. (Issuing Office). Bidders must be on the Issuing Office’s plan holder list for their bid to be considered responsive.
This contract is being funded by a loan from the West Virginia DWTRF Program and grant assistance provided under the American Rescue Plan Act (ARPA). All program requirements must be complied with as specified in the Bid Documents.
Per the requirements of the Article 21-11-11 of the Code of the State of West Virginia, any Contractor submitting a Bid on this project hereby certifies, indicates, and acknowledges that he/she has a Contractor’s license from the State of West Virginia and meets all the qualifications required by the statutes of the state and subdivision in which the Work is to be performed.
P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an “American Iron and Steel (AIS)” requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works.
A Bid Bond executed by the Bidder and a Surety Company approved by the Parkersburg Utility Board in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder’s entrance into a Contract, if given the award.
No Bid may be withdrawn for a period of ninety (90) days after the time of the opening of the Bids.
Attention to the Bidders is called to the Instructions to Bidders, which are included in the proposed Contract Documents. Proposals shall be completed and properly executed in the proposal Bid package supplied in the Specifications.

Bidders must comply with all laws pertaining to the federal wage rates issued in accordance with the Davis-Bacon Act.
DBE REQUIREMENTS. Each Bidder must fully comply with the requirements, terms, and conditions as set forth in the contract documents to achieve Disadvantaged Business Enterprise (DBE) participation during the performance of this contract. The Bidder commits itself to the program for DBE participation and all other requirements, terms, and conditions of the bid conditions by submitting a properly signed bid.
The Bidder agrees to make “good faith efforts” to sub-contract a portion of the total value of the contract to Disadvantaged businesses. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 31.36(e). Failure to demonstrate good faith efforts may lead to rejection of bids. For the purpose of this program, the term “subcontractor” includes all construction, modification, and service work contracted for by the bidder in the execution of the work under this contract.
NONDISCRIMINATION IN EMPLOYMENT. Bidders on this work will be required to comply with the President’s Executive Order No. 11246. The requirements for Bidders and contractors under this order are explained in the specifications.
Pre-bid conferences will be held at the offices of the Parkersburg Utility Board located at 125 19th Street, Parkersburg, WV 26101, on December 14, 2021. The pre-bid conference for Contracts 20-1, 20 2 and 20 3 will be held at 10:00 a.m. (local time). The pre-bid conference for Contract 20-4 will be held at 1:00 p.m.(local time). Attendance by all Bidders will be MANDATORY.
The Parkersburg Utility Board reserves the right to reject any and all Bids or to increase or decrease or omit any item or items and/or award to the lowest and best Bidder. Each proposal must contain the full name of every person or company interested in the same. The Parkersburg Utility Board reserves the right to waive any informalities or irregularities in the Bidding.
