Activity:
To operate and maintain an existing 0.34 million gallon per day wastewater collection and treatment System. This system is to serve approximately 3,000 persons in the Town of Beverly and its environ and discharge treated wastewater through Outlet No. 001 into the Tygart Valley River, approximately 86.9 miles from its mouth, of the Monongahela River. Also, to accept nondomestic wastewater from IU01 – Burns Motor Freight, IU03 – Armstrong Wood Products, IU04 – United Parcel Service, IU06 – Beverly Water Treatment Plant and IU07 – Armstrong Wood Products Vacuum Kiln, for subsequent treatment and disposal. An anti-degradation review has been conducted. Tier 1 protection is afforded for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001. Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime loading rates. These land application site(s) meet all other regulatory standards and is identified as follows: Junior Martin fields J.M.1 and J.M.2 located on US RT 219/250N at Kings Run Road, Elkins, WV, Robert Shockey fields R.S.3 and R.S.4 located at RT 219/250 South, Dailey, WV, and Jeffery Riggleman fields W.Y.1 and W.Y.2 located at RT 219/250 South, Beverly, WV. Also sewage sludge generated and/or processed at the permittee’s facility shall be transported and placed in the wastewater treatment plant operated by the City of Elkins, City of Bridgeport and City of Weston for the final processing and disposal.

Continued compliance with the flow discharge requirements shall be attained through Administrative Order No. 8711, and any amendments, thereto.
On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins December 21, 2021 and ends January 20, 2022.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
