ADVERTISEMENT FOR BIDS

1.04 TO:  POTENTIAL BIDDERS
A. Your firm is invited to submit an offer to the Owner for the renovation of the existing HVAC system at the WVUP Caperton Center. The project will include the replacement of RTU-2 and RTU-4.
1. A mandatory prebid meeting will be held at the site on January 6, 2022 at 1:00 pm in the Purchasing Depart ment Conference Room of the Main Building located at the above address.
2. There will be a public bid opening on January 11, 2022 at 12:00 pm in the Purchasing Department Conference Room of the Main Building located at the above ad dress.
3. Should the Contractor wish to submit a bid prior to the bid opening, they will be accepted at the WVUP Pur chasing Department in care of Jeannine Ratliff, CPO.
B. Project Description: Project includes but may not be limited to the following: the replacement of RTU-2 and RTU-4.
C. Bid Documents for a Stipulated Sum contract may be downloaded by visiting www.pickeringplanroom.com. Electronic documents can be downloaded at no cost or ordered for the cost of printing.
D. All bidding questions shall be directed to Stephanie Donahoe of Pickering Associates at 304.464.5305 or [email protected].
1. Clarifications requested by the Bidder must be submit ted in writing (email strongly encouraged) to Stephanie Donahoe no later than 12:00 pm on January 7, 2022.   The reply will be in the form of an addendum, a copy of which will be forwarded to all Contractors who have requested bid documents from the Engineer.  It will be the responsibility of the Bidding Contracting to make all Subcontractors aware of such Addenda.
2. All addenda become part of the Contract Documents.   Include resultant cost in the Bid Amount.
3. Verbal questions/answers are not binding on any party.
E. Work must be completed by April 30, 2022
F. Liquidated Damages: The contractor agrees that from the compensation otherwise to be paid, the Owner may retain $500.00 for each day thereafter, Sundays and holidays included, that the work remains uncompleted, which sum is agreed upon as the proper measure of liquidated damages which the Owner will sustain per diem, by the failure of the Contractor to complete the Work at the stipulated time, and the sum is not to be construed in any sense a penalty.
G. Bidders will be required to provide Bid security in the form of a Bid Bond of sum no less than 1.5% of Bid amount.
H. Bids shall be subject to the Davis-Bacon Wage and Certified Payroll will be required with each pay application.
I. The successful Bidder will be required to provide Performance and Payment Bonds.
J. Each Bidder will be required to provide an executed Drug-Free Workplace Conformance Affidavit per City of Charleston, attesting that their company maintains a valid written drug-free workplace policy and that such policy is in compliance with WV Code.
K. Each Bidder shall ensure that all employees and applicants for employment are not discriminated against because of race, creed, color, sex or national origin.
L. Pursuant to Chapter 21 – Article 11 of the West Virginia Contractor Licensing Act, all Contractors performing work in West Virginia must be licensed to perform work in the state. The West Virginia Contractor’s License Number must be affixed to all construction bids and fully executed and binding construction contracts and agreements.
M. Submit your offer on the Bid Form provided.
N. Your offer will be required to be submitted under a condition of irrevocability for a period of 30 days after submission.
O. The Owner reserves the right to accept or reject any or all offers and .to waive any minor irregularities in bids.
P. Sealed bids for WVUP Caperton Center HVAC Renovations will be received by the WVUP Purchasing Department in accordance with the Request for Quotations issued by the WVUP Purchasing Division, until the time and date listed in the Owner’s Request for Quotations. Bids will be opened and publicly read aloud at that time.
Q. Bidder’s entire response to this solicitation and the resulting contract are public documents. As public documents, they will be disclosed to the public following the bid/proposal opening or award of the contract, as required by the competitive bidding laws of West Virginia Code §5A-3-1 et seq., 5-22-1 et seq., and 5G-1-1 et seq. and the Freedom of Information Act West Virginia Code 29B-1-1 et seq.
