NOTICE TO BIDDERS

Bids are requested to
provide labor, materials, and equipment to replace, construct and install and make ADA accessible the existing bathrooms at the Boys & Girls Club of the Eastern Panhandle
located at 105 West John Street, Martinsburg, WV 25401. This includes demolition of existing bathrooms; demolition of existing shower/storage room; installing two
handicapped accessible bathrooms (singularly
contained with privacy lock) and installing four
individual bathrooms (singularly contained with privacy lock); build storage room; build janitor room; systems update; boiler room update; plumbing update; HVAC update; and electrical updates.

Notice is hereby given that sealed proposals will be received by the Boys & Girls Club of the Eastern Panhandle, 105 West John Street, Martinsburg, West Virginia 25401, on Friday,January 28, 2022 at 12:00p.m. Noon, prevailing time, and at such time and place will be opened and read in public.

Specifications and bidding documents are available at the Boys & Girls Club of the Eastern Panhandle, Martinsburg/Berkeley County, 105 West John Street, Martinsburg, West Virginia, and may be
examined and/or obtained between the hours of10:00am and 3:00pm. Contact Stacie Rohn,

for additional information. The Boys & Girls Club reserves the right to reject any or all bids and/or waive any informalities as may be deemed to be held in the best interest of the City.

The work includes the
furnishing of all labor,
materials and equipment necessary to complete the work as described in the Specifications.

The Contractor is to obtain all necessary work
permits from the
City of Martinsburg.

All labor shall be paid in accordance with Davis Bacon Wage Determinations provided by the
City of Martinsburg CDBG & HOME Administrator in the Community Development Department.

Attention of bidders is called to the fact that the project to be constructed will be financed with
assistance from the City of Martinsburg Community Development Block Grant Program and is subject to all applicable Federal and State laws and regulations including:

* Contractor and any
subcontractors must pay the Federal Davis-Bacon wage rates for this project WV20210034 as of 12/24/2021.

* Pay requests must
include the certified
payrolls for this project.

* Contractor must furnish evidence of proper insurance coverage and worker’s compensation.

* Contractor/subcontractor will show evidence of being registered as contractor in the central federal registry www.sam.gov

* Conflict of Interest.

* Record retention for 3 years after final payment.

* Equal Opportunity.

Proposals shall not be withdrawn and shall remain in effect for a period of sixty (60) days, subsequent to the opening of the bids, except that the bids of any consenting bidder may, at

the request of the Boys & Girls Club be held for consideration for a longer period as may be agreed.

encouraged to submit
proposals.
