NOTICE OF REQUEST
FOR PROPOSALS

The Parkersburg Wood County Area Development Corporation (PWCADC) is seeking proposals from qualified firms for:

Housing Study & Needs Assessment

The PWCADC is seeking a qualified independent consulting firm for the purposes of conducting a Housing Study & Needs Assessment for Vienna, Parkersburg and Wood County, West Virginia.

The Housing Study & Needs Assessment (HSNA) seeks to provide an in-depth analysis of the current and future needs for affordable, workforce, market-rate and other housing options of current and future households. The PWCADC seeks to further identify quantifiable recommendations to bridge any gaps of current, short and long-term periods. The HSNA will analyze current housing conditions, needs, and evidence-based and creative strategies across the housing continuum both regulatory and non-regulatory to address the needs of Wood County residents in Parkersburg, our County seat and throughout Wood County, WV.
The HSNA will at a minimum respond to the following questions.
1. What can the City/County expect with respect to economic, employment, and population changes that will impact housing planning and policy decisions?
2. Based on market information, what is the nature and extent of short-to-midterm housing needs in our community, which may include;
a. Price range targets
b. Affordability
c. New construction or rehab
d. Rental
e. Seniors
f. Families
g. Special Needs (ADA)
h. Students Marietta College, WVU-Parkersburg in
proximity to study area
i. Young Professionals
3. Based on analysis of age and quality of current housing stock what are strategies for sustainability of older housing stock, and the viability and cost effectiveness of rehabilitation of older structures?
4. Is there a market for unsubsidized, market rate housing, and what are the strategic options for promoting or attracting market rate homeowners and renters?
5. What strategies and programs, existing or to be created, should the Cities and or County pursue or provide for the development and/or redevelopment of necessary housing within the City/County?
6. How should the City/County maximize the use of public funds to support the potential housing market, and improve housing for all income levels and stabilize neighborhoods?
7. How does housing fit into our areas economic growth?

Proposals must include the estimated cost for all work related to the feasibility study objectives above.

Proposals must be received by February 1, 2022, or they will remain unopened and returned. No allowance will be made for postmark or error in delivery to incorrect address.

Proposals shall be prepared at the bidder’s expense and become property of the PWCADC and therefore public record. Submit six (6) hardcopies of the proposal in a sealed package/envelope, and one copy in PDF submitted via email to [email protected]. Please mail proposals to:

Procurement of these services shall be in conformity with the applicable laws and regulations of the State of West Virginia and any applicable federal agencies. Contract is to be awarded on a lump sum basis. All consultants interested in being considered for this project should submit a brief proposal detailing qualifications, technical expertise, management and staffing capabilities, fee proposal, and related prior experience. The goal of the competitive procurement process is to objectively select the firm who will provide the highest quality of service at a realistic fee. Accordingly, technical qualifications and related prior experience will be weighed heavily. Selected respondents may be interviewed.

The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Conflict of Interest Statement and Access to Records provisions. Alternative Federal and State funding requirements may also apply.

The PWCADC will afford full opportunity for minority and women-owned business enterprises to submit a show of interest in response to the invitation and will not discriminate against any firm or individual on the grounds of race, creed, color, sex, age, handicap status or national origin in the contract award.
