STATE PLAN
AMENDMENT
REGARDING
RESIDENTIAL CHILD CARE SERVICES BILLING METHODOLOGY
Pursuant to 42 U.S.C. Section1396a(a)(13)(1997) and 42 C.F.R. Section 447.205, the Department of Health and Human Resources (“Department”), Bureau for Medical Services (“Bureau”) provides notice of the filing of a state plan amendment to requiring residential child care service providers to bill on only a fee-for-service basis.
Effective September 1, 2016, the Bureau will no longer pay providers of residential child services at a bundled daily rate. Going forward, providers of such services will still be permitted to bill West Virginia Medicaid on a fee-for-service basis. Please note that no services are being eliminated under this state plan amendment; only the manner in which these services can be billed. The reason for this change is to ensure financial accountability and to ensure that the appropriate amount, scope and duration of needed behavioral health services are provided to children residing in residential care. There is no expected fiscal impact from this state plan amendment.
Documents detailing these proposed actions will be available for public inspection in each county office of the Department of Health and Human Resources during normal business hours, 8:30 a.m. to 4:30 p.m., beginning Tuesday, April 12, 2016 through Thursday, May 12, 2016 and on the web at: www.dhhr.wv.gov/bms then Public Notices.

Any written comments received will be available for review at the above address during normal business hours, 8:30 a.m. to 4:30 p.m., beginning April 12, 2016 through May 12, 2016.
