Rule 42T application to increase sewer rates and charges.

NOTICE OF EMERGENCY INTERIM RATES

Union Williams Public Service District (District) previously published notice that on February 25, 2022, it filed revised tariff sheets reflecting increased sewer rates and charges of 14.1 percent across-the-board, generating a $518 annual cash surplus on gross revenue of $1,706,176, to become effective on March 28, 2022 unless otherwise ordered by the Commission.

NOTICE is hereby given that by Order issued March 18, 2022, the Commission suspended the increased rates and charges until 12:01 a.m., July 26, 2022, unless otherwise ordered by the Commission. In response to the District claim that it is in financial distress, the Commission further approved, on an interim basis, and subject to refund, a 6.06 percent emergency interim rate increase to take effect immediately pending Commission review of this case. The specific approved interim rates are:

RATES (Customer with metered water supply)
Service Charge $11.46 per month
Usage Charge $11.58 per 1,000 gallons of water usage

MINIMUM CHARGE
No minimum bill will be rendered for less than $34.62 per month.

FLAT RATE CHARGE (Customers with non-metered water supply)
Residential customer with non-metered water supply:
Equivalent to 4,500 gallons of water usage – $63.57 per month
Commercial and Industrial Customer:
Meter installation at water source required

RESALE RATE — Town of North Hills base on flow meter readings
Usage Charges $3.99 per 1,000 gallons

The emergency interim rates will result in a $2.38 sewer rate increase per month for an average residential customer using 3,600 gallons of water. If the Commission determines in its review of this rate filing that the emergency interim rates are not justified, refunds will be ordered.

Anyone desiring to protest or intervene should file a written protest or petition to intervene within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention. All protests and interventions should be addressed to the Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, WV 25323.
