HUTTONSVILLE PUBLIC SERVICE DISTRICT
RANDOLPH COUNTY, WEST VIRGINIA
WASTEWATER SYSTEM IMPROVEMENTS

General Notice
Huttonsville Public Service District (Owner) is requesting Bids for the construction of the following Project:

Wastewater Treatment Plant Improvements
Contract No. 1

Bids for the construction of the Project will be received by Huttonsville Public Service District at the Huttonsville/Mill Creek Volunteer Fire Department, 9884 Seneca Trail, Mill Creek, WV 26280, at 11:00 am local time, May 4, 2022. At that time the Bids received will be publicly opened and read.

Bids that are to be mailed to the Owner must arrive before 10:30 am local time, on May 4 , 2022 at the following address: Huttonsville Public Service District, Post Office Box 277, Huttonsville, WV 26280.

The Project includes the following Work:

Contract 1
The project consists of the improvements to the existing wastewater treatment plant consisting of the demolition of existing influent splitter box; new influent splitter box; new influent overflow splitter box; improvements to the existing valve vaults and overflow structures; improvements to the existing wastewater lagoon treatment cells 3 & 4 consisting of draining, cleaning, the installation of: baffle walls, Bio-Shells, air distribution boxes, air distribution piping, and process blowers/canopy; removal and replacement of the existing 10″ plant effluent line with 1,591 LF of 15″ PVC SDR 35 and 7 precast concrete manholes; site piping; site work; electrical work and all other necessary appurtenances.

No bid may be withdrawn for a period of ninety (90) days after the time of the opening of bids.

Prospective Bidders may obtain the Bidding Documents at the Issuing Office (the office of Ghosh Engineers, Inc.) on Monday through Friday between the hours of 8:00 am to 4:00 pm. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.

Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a NON-REFUNDABLE payment of $200.00 for each set. Each set will include one set of the Construction Drawings and one set of Specifications. For each set of Bidding Documents requested to be shipped by the Engineer, an additional charge of $25.00 per set shall be added to the payment required.

Pre-bid Conference
A MANDATORY pre-bid conference for the Project will be held on April 20, 2022 at 11:00 AM at the Huttonsville/Mill Creek Volunteer Fire Department (located directly across the road from the Huttonsville PSD Office), 9884 Seneca Trail, Mill Creek, WV 26280. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.

Bid Security
A certified check made out to the Huttonsville Public Service District, or a Bid Bond executed by the Bidder and Bidder’s surety company approved by the Huttonsville PSD, in the amount equal to five percent (5%) of the bid, shall be submitted with each bid. No bid shall be waived or returned because the bidder failed to or cannot comply with any requirements as set forth in the Plans, Specifications, or any applicable statues of the United States, the State of West Virginia, and/or local ordinance.

Bidding Method
The Bid package must be submitted in two (2) envelopes. The envelopes must contain the following:

b. Acknowledgment of Receipt of Addenda to Plans, Specifications and Contract Documents
c. Certification of Bidder Regarding Equal Employment Opportunity
d. Certification of Non-Segregated Facilities
e. Copy of Current West Virginia Contractor’s License
f. Drug Free Workplace Affidavit
g. American Iron & Steel Certification

Nondiscrimination of Employment
Bidders on this work will be required to comply with the President’s Executive Order No. 11246, the requirements for bidders and contractors under this order are explained in the specifications.

Contractor’s License
All bidders are required to have a West Virginia Contractor’s License per Section section 21-11-11 of the West Virginia Code.

AIS Certification
The Clean Water State Revolving Fund (CWSRF) requires contractors to conform to the requirements of the “American Iron and Steel (AIS)” requirements of section 436 of P. L. 113-76, Consolidated Appropriations Act, 2014. Any bidder submitting a bid must provide the AIS certification included in the bid package.

Drug Free Workplace
West Virginia Code 21-1D-5 provides that any solicitation for a public improvement construction contract requires that each vendor that submits a bid for the work to submit at the same time an affidavit of compliance with the bid. The enclosed Drug Free Workplace affidavit must be signed and submitted in the first envelope as evidence of the vendor’s compliance with the provisions of Article 1D, Chapter 21 of the West Virginia Code. Failure to submit the signed Drug Free Workplace affidavit in the first envelope shall result in disqualification of such bid.

Suspension and Debarment
Recipients shall not entertain the use of businesses that are listed on the “System for Award Management (SAM)” at www.sam.gov in accordance with 2 CFR Part 1532 and Sub-part B and C of CFR Part 180.

Notice of Federal Wage Rates
Contractors are required to comply with all the laws pertaining to prevailing wage rates for the State of West Virginia as issued by the Division of Labor and the federal wage rates issued in accordance with the Davis Bacon Act.

Time of Completion
The Time of Completion for Contract shall be 365 consecutive calendar days each beginning with the Award of Contract and written Notice to Proceed.

The Huttonsville PSD reserves the right to reject all bids.
