Public Notice

APPENDIX B
PUBLIC SERVICE COMMISSION
OF WEST VIRGINIA
CHARLESTON

CASE NO. 21-0488-PWD-30B

ELKINS ROAD PUBLIC SERVICE DISTRICT
Rule 30B application to pass through increased purchased water
costs from the City of Buckhannon to the District’s customers.

NOTICE OF FILING

NOTICE is hereby given that Elkins Road Public Service District (District), a public utility, filed a request to continue Step 1 rates and eliminate Step 2 rates that were approved by Commission order on November 22, 2021. The current Step 1 rates will remain in effect instead of a rate reduction of approximately 1.95% on average that would have otherwise been effective for service rendered on and after April 23, 2022.
Commission Staff reviewed the District’s request and recommended that the Commission approve the request to eliminate Step 2 rates and continue Step 1 rates.

W. Va. Code section 24-1-1(k) requires water and sewer utilities that are political subdivisions of the state to maintain a working capital reserve in an amount of no less than one-eighth of actual annual operation and maintenance expense. The District has applied for Commission approval to continue collecting the cash working capital rate increment that is included in the Step 1 rates previously approved by the Commission to ensure that the reserve is properly maintained.

Anyone desiring to protest should file a written protest as soon as possible, but no later than ten (10) days after the date of publication of this Notice. All written protests should briefly state the reason for the protest. Absent substantial protest the Commission may decide the case on the filings. All protests should clearly state the case name and number and be addressed to Karen Buckley, Acting Executive Secretary, Public Service Commission of West Virginia, P.O. Box 812, Charleston, West Virginia 25323.
