FY 2022 ANNUAL ACTION PLAN
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)

Notice is hereby given that the City of Weirton, WV will hold a public hearing on Wednesday, July 13, 2022 at 2:00 p.m., prevailing time, in Room 201 of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062. The Weirton Municipal Building and Room 201 are accessible to persons with physical disabilities. If special arrangements need to be made to accommodate residents in order for them to participate in the public hearing, please contact Ms. Risha Marple, Program Manager by calling 304-797-8500 extension 1019 or emailing

to make those arrangements. Persons with hearing and/or speech impediments may contact the City of Weirton through the “West Virginia Relay Service” by dialing “7-1-1” or going online to

If requested, a foreign language and/or sign language interpreter will be provided if the City is notified three (3) days in advance of the meeting.
The purpose of the public hearing is to present the City of Weirton’s FY 2022 Annual Action Plan for the use of Federal Community Development Block Grant (CDBG) funds. The City of Weirton intends to submit its FY 2022 Annual Action Plan for a Federal Community Development Block Grant in the amount of $405,433.00. The FY 2022 Annual Action Plan will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or before August 15, 2022.
In order to obtain the views of residents, public agencies, and other interested parties, the City has placed the FY 2022 Annual Action Plan on display for a period of 30 days from June 21, 2022 through July 21, 2022 on the City of Weirton’s website
http://www.cityofweirton.com/.
Copies of the plan may also be examined during normal business hours of operations at the Planning and Development Department, 200 Municipal Plaza, Weirton, WV 26062 and at the Mary H. Weir Public Library, 3442 Main Street, Weirton, WV 26062. The Plan will be presented for approval at the August 8, 2022 City Council Meeting.
The FY 2022 Annual Action Plan was prepared after conducting a public hearing on housing and
community development needs and meetings with City staff and officials. The following CDBG
activities are proposed for funding under the FY 2022 Annual Action Plan:
General Program Administration $60,000.00
Fair Housing $2,000.00
Community Policing $35,000.00
Weirton Park Board-Facility Passes $10,000.00
Weirton Park Board – Sport League
Entry Fee Scholarships $ 2,000.00
A Child’s Place CASA, Ltd. $ 6,800.00
Weirton Christian Center –
Transportation Insurance $ 7,000.00
CDBG Eligible Street Improvements $ 232,633.00
Parks and Recreation Improvements $ 50,000.00
Total FY 2022 CDBG Funds
for Project Activities $ 405,433.00
If the City would undertake an activity that would result in the displacement of families or
individuals, then the City would utilize its policy for minimizing such displacement. Furthermore,
the City is responsible for replacing all low- and moderate-income housing units that may be
demolished or converted as a result of CDBG funds.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed use of CDBG funds under the FY 2022 Annual Action Plan. Written or oral comments may be addressed to Ms. Risha Marple, Program Manager until 4:00 p.m., prevailing time, Thursday, July 21, 2022.
