NOTICE OF PUBLIC HEARING
CITY OF WEIRTON,
WEST VIRGINIA
SUBSTANTIAL AMENDMENTS TO THE FY 2019 AND FY 2020 ANNUAL ACTION PLANS
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM AND
COMMUNITY DEVELOPMENT BLOCK GRANT – CORONAVIRUS (CDBG-CV) PROGRAM
The purpose of this notice is to present Substantial Amendments to the City of Weirton’s FY 2019 and 2020 Annual Action Plans for the use of Community Development Block Grant (CDBG) funds and Community Development Block Grant – Coronavirus (CDBG-CV) funds.
Notice is also hereby given that the City of Weirton, West Virginia will hold a public hearing on Wednesday, July 13, 2022 at 2:30 p.m., prevailing time, in Room No. 201, of the Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 on the proposed Substantial Amendments. The Weirton Municipal Building and Room No. 201 are accessible to persons with physical disabilities.

The purpose of this public hearing is to present Substantial Amendments to the City’s FY 2019 and 2020 Annual Action Plans for the use of CDBG funds and CDBG-CV funds. In accordance with program regulations, the City is allowed to make substantial amendments to its Annual Action Plans and Budgets in accordance with the City’s Citizen Participation Plan. The City has determined that it is necessary to amend the approved CDBG and CDBG-CV program budgets for the previously approved FY 2019 and FY 2020 Annual Action Plans. The funds will be reprogrammed from projects/activities that will be cancelled to proposed new projects/activities, and/or to increase
funding for other previously approved projects/activities. This is considered a substantial amendment in accordance with the City’s Citizen Participation Plan as the following applies:
canceling an approved activity or adding a new activity or changing the scope of an approved activity.
The Substantial Amendment to the FY 2019 Annual Action Plan is proposed as follows:

Amended FY 2020 CDBG-CV Activities:
* CDBG-CV-20-02 – CV-Rental Assistance Program. Delete this project/activity in its entirety and reallocate a total of $75,000.00 to a new project/activity.
* CDBG-CV-20-03 – CV-Utility Assistance Program. Delete this project/activity in its entirety and reallocate a total of $50,000.00 to a new project/activity.
* CDBG-CV-20-04 – CV-Food Program. Reduce this project/activity by $146,478.00 for a new project/activity budget of $25,000.00.
* CDBG-CV-20-05 – CV-Personal Protective Equipment Supplies. Reduce this project/activity by $19,843.00 for a new project/activity budget of $20,000.00.
* CDBG-CV-20-06 – CV-Weirton Senior Center HVAC Replacement. Create a new project/activity with a budget of $291,321.00 to replace the Weirton Senior Center’s heating, ventilation, and air conditioning system (HVAC) to meet or exceed ASHRAE’s Epidemic Task
Force’s Core Recommendations for Reducing Airborne Infectious Aerosol Exposure.

Amended FY 2019 CDBG Activities:
* CDBG-19-09 – Weirton Park Board – New Park. Delete this project/activity in its entirety and reallocate a total of $135,048.00.
* CDBG-19-10 – CDBG Eligible Street Improvements. Increase the project/activity budget by $135,048.00 for a new project/activity budget of $385,048.00.

The Substantial Amendment to the FY 2020 Annual Action Plan is proposed as follows:

Amended FY 2020 CDBG Activities:
* CDBG-20-09 Weirton Park Board – New Park. Delete this project/activity in its entirety and reallocate a total of $59,537.00.
* CDBG-20-10 CDBG Eligible Street Improvements. Increase the project/activity budget by $59,537.00 for a new project/activity budget of $297,688.00.

In accordance with the regulations and requirements of the U.S. Department of Housing and Urban
Development (HUD), these Substantial Amendments will be on public display for review and comment for a period of thirty (30) days, beginning Tuesday, June 21, 2022. The Substantial Amendments will be available for review at the Office of Planning and Development, Weirton Municipal Building, 200 Municipal Plaza, Weirton, WV 26062 and at the Mary H. Weir Public Library,
3442 Main Street, Weirton, WV 26062, as well as the City of Weirton’s website

All comments received by 4:00 p.m. on Thursday, July 21, 2022 will be considered by the City of Weirton prior to submittal of these Substantial Amendments to City Council for approval at their Monday, August 8, 2022 Regular Meeting. Once approved, the City intends to submit the Substantial Amendments to HUD on or before August 15, 2022.
All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the proposed substantial amendments to the use of CDBG and CDBG-CV funds under the FY 2019 and 2020 Annual Action Plans.
