Old Williamstown Elementary School Asbestos Removal Project
GUIDELINES FOR BIDDERS

1. Bids documents will be available at the City of Williamstown Office at 9:30 a.m. on July 20, 2022. Copies of the asbestos report will be provided with documents.

2. At submission bidders are responsible for ensuring that bids are received on time. Mark envelope: “Sealed Bid. Bids must be sealed and may be dropped off or mailed to 100 West Fifth Street Williamstown, WV 26187 and must be received by 11 a.m. on 8/16/2022. Opening of bids will take place at the Council meeting 8/16/22 at 7 p.m.

3. A bid form shall be enclosed in the package pick up. Each bid shall be accompanied by a Bid Bond or Cashiers Check payable to the City of Williamstown for five percent (5%) of the total bid. (Per Section 921.17 e (5) a cumulative general construction bond). Bid shall also include a copy of current and valid West Virginia Abatement contractor’s license (such as the entity license, workers’ license and training records from the most recent three years). This also includes: Copies of industrial hygiene consultant licenses and certifications.

An abatement report is contained in its entirety (1.18.1991 via Robert Kimbell & Associates) with follow up reports dated 2018. Said applicable sections copies are included in the bid package to illustrate needed removal techniques and locations of the asbestos. Said copies are available at the City of Williamstown office in their entirety.

4. The bid hold period will be thirty (30) days from the date of the bid opening.

5. Contractor to whom contract is awarded will be required to furnish performance bond and labor and material payment bond in the amount of one hundred percent (100%) of contract and certificate of insurance in the amount of $2,000,000 general aggregate; $1,000,000 products complete operations aggregate; $1,000,000 personal and advertising injury limit, and $1,000,000
each occurrence. This information must be submitted within ten (10) days after the award of contract.

6. The contract performance period for demolition and removal will be (120 days). A time frame to completion in dates is requested from the bidder (start to finish).

7. A detailed scope of work is attached.

Scope of Work
The old elementary school located at 418 Williams Ave Williamstown WV 26187 will be partially demolished. The section remaining shall be reused. The section that needs to be addressed for this scope of work is shown on the drawing. Caution must be taken with the structural members and any utility during the removal process. Prior to work beginning a plan must be approved.

The drawing image illustrates the limits of demolition.

For the bid one must present a copy of the abatement work plan prepared by the accredited project designer that also illustrates the removal phases with noting any conflict of structural supporting members and or utilities. This approach must include any need for safe dismantle according to the most recent Building Code requirements’ and OSHA. (In the conflict of criteria the most stringent is required.) The design shall include any protective fencing and storage of products per surrounding the work area to keep residents away from the property safely during work and non work hours. DEP submission for the project is the responsibility of the selected contractor. Copies of permits shall be presented to the Williamstown Office for record keeping.

A summary of the OSHA monitoring results and respiration program compliance shall include within the bid documents.

Waste shipment records approach that require all days of shipment offsite from the transporter and the permitted waste landfill shall also be highlighted in the bid summary noting the transporter and landfill. Also articulate the report from the industrial hygiene consultants’ oversight monitoring, testing and inspections approach.

Two successful projects from the company with the same scope shall be provided with references requested within the bid form.

Any teams on the project must be presented; such as sub consultants with their role, and their history as well. (two projects and references)

All Notifications of Abatement, Demolition or Renovation to the Division of Air Quality and the Department of Health and Human Resources must be submitted through DEP’s Electronic Submittal System (ESS). Once you have obtained an account, you may begin submitting notifications. You do not need a separate account to submit notifications to the Department of Health and Human Resources.

Notices must be received at least 10 working days (Monday through Friday) prior to project startup. Failure to do so may result in your notification being rejected or placed on hold until the deficiencies are corrected.

The general requirements of the Asbestos NESHAP as applied to the standard for demolition and renovation operations are:

1. Prior to any demolition or renovation activity, a thorough inspection of the facility or affected part must be conducted to identify and quantify any asbestos containing materials (ACM).[def.] 40CFR61
2. For any renovations involving reportable amounts of regulated asbestos containing materials (RACM), a notice must be received by the DAQ at least 10 working days (Monday through Friday) prior to disturbing RACM. For demolition, a notice must be received by the DAQ at least 10 working days (Monday through Friday) prior to the demolition, whether asbestos was present or not. All RACM must be properly removed from the structure prior to demolition. Reportable amounts of RACM are at least 260 linear feet of pipes, or 160 square feet on other facility components or 35 cubic feet where the material could not be measured before stripping. There are provisions eliminating the prior notice for certain emergency renovations or demolitions. Contact the DAQ by phone for more information.
3. All RACM must be carefully removed, handled and disposed of. All RACM must be adequately wetted prior to removal and maintained adequately wet until sealed in leak tight containers or wrappings for disposal.
4. After sealing ACM waste in leak tight containers or wrappings, with proper warning labels, the waste must be transported to an approved asbestos disposal site.
