The following has applied to the West Virginia Department of Environmental Protection for a solid waste permit renewal:
Applicant: Northwestern Landfill, Inc.
510 East Dry Run Road
Parkersburg, WV 26104
Application no: SWF-1025/WV0109410
Location: 1.5 miles east of 1-77 on U.S. Route 50
Activity: Sanitary Landfill
The Northwestern Landfill may receive a maximum of 30,000 tons/month of the following types of waste: solid waste as defined in W. Va. Code Chapter 22, Article 15, Section 2(31) and as listed in 33CSR1 Section 2.119. Wastewater treatment plant solids, non-hazardous industrial process solid wastes, and non-hazardous sludge will only be accepted after approval by the Division of Water and Waste Management. Tires may be used in the landfill in accordance with W. Va. Code and 33CSR5.
The solid waste accepted by the municipal solid waste landfill will originate from the Continental United States.
The center of the site is 39* 14′ 58″ N Latitude and 81* 29′ 33″ W Longitude.
Storm water discharge point, Outlet 001, is located at 39* 14′ 52″ N Latitude and 81* 29′ 58″ W Longitude; it will discharge treated stormwater into an unnamed tributary of Dry Run, 1.1 miles from the mouth.
Storm water discharge point, Outlet 002, is located at 39* 15′ 15″ N Latitude and 81* 29′ 58″ W Longitude; it will discharge treated stormwater into an unnamed tributary of Dry Run, 1.5 miles from the mouth.
Storm water discharge point, Outlet 003, is located at 39* 15′ 14″ N Latitude and 81* 29′ 19″ W Longitude; it will discharge treated stormwater into an unnamed tributary of Berry Run, 2.7 miles from the mouth.
Storm water discharge point, Outlet 004, is located at 39* 14′ 58″ N Latitude and 81* 29′ 07″ W Longitude; it will discharge treated stormwater into an unnamed tributary of Dry Run, 1.9 miles from the mouth.
Storm water discharge point, Outlet 005, is located at 39* 14′ 59″ N Latitude and 81* 21’56” W Longitude; it will discharge treated stormwater into an unnamed tributary of Dry Run, 1.7 miles from the mouth.
On the basis of review of the application, the Solid Waste Management Act, Chapter 22, Article 15, Section 5(b) and 5(c), and 33CSR1 West Virginia Solid Waste Management Rule, the state of West Virginia will act on the above application.
Interested persons may submit written comments during the 30-day public comment period, which begins on September 27, 2022 and ends on October 27, 2022 to the following address:

Comments received within this time period will be considered prior to any state action on the subject application. Correspondence should include the name, address, and telephone number of the writer and a concise statement of the nature of the issues addressed.
A public hearing may be held if the state identifies a significant degree of public interest on issues relevant to the permit application. To obtain further information concerning the subject application, or to request a public hearing, interested persons may contact the Division of Water and Waste Management during the public comment period at the above address.
The draft permit will be on file for public review during the comment period at the DEP regional office located at 2311 Ohio Avenue, Parkersburg, WV 26101, (304) 420-4635, between 8:00 a.m. and 5:00 p.m., Monday through Friday.
