ADVERTISEMENT FOR BIDS
The Pleasants County Board of Education located in St. Marys, West Virginia will receive sealed bids to provide all Work including, but not limited to, labor, material, equipment, supplies, and transportation for BID PACKAGE FOR ST. MARYS HIGH SCHOOL HVAC RENOVATIONS.

All Bids must be submitted in accordance with the Specifications and Construction Drawings dated January 16, 2023, and any subsequent Addenda prepared by: ZDS DESIGN/CONSULTING SERVICES, 135 Corporate Center Drive, Suite 532, Scott Depot, WV 25560; Telephone (304) 755-0075; Fax (304) 755-0076.

Sealed Bids must be received by March 7, 2023, no later than 1:00 PM to the attention of Michael Wells, Superintendent, Pleasants County Schools, 202 Fairview Drive, St. Marys, WV 26170. Bidders will provide an electronic convenience copy to ZDS Design/Consulting Services, via email to [email protected] after the Bid opening.

A Mandatory Pre-Bid Conference will be held on February 8, 2023, at 1:00 PM at the Pleasants County Board of Education followed by a walkthrough at St. Marys High School. Any Prime Bidder who fails to attend the Pre-Bid Conference and walkthrough will cause that Bid to be disqualified.

Electronic Copies of the Bidding Documents will be available from the office of the Engineer, ZDS Design/Consulting Services, 135 Corporate Center Drive, Suite #532, Scott Depot, WV 25560, telephone 304-755-0075; Bidding Documents are being issued in electronic format (PDF) only and will be sent by the Engineer to interested parties via file transfer email download only, upon payment of a non-refundable document access fee of $100.00. Only full sets of the Bidding Documents will be issued by the Engineer. With payment of the $100.00 document access fee, the interested party will also be listed by the Engineer as a registered bidding document holder. All Bidding Document requests for information, substitution requests and correspondence shall be submitted in writing and directed to the Engineer’s administrative email account [email protected]. Addenda will be issued by the Engineer to registered bidding document holders only, who will automatically receive all addenda in electronic format (PDF) via file transfer email. Additional reproduced paper copies of the initially issued Bidding Documents and any subsequent addenda are also available from the Engineer upon request by registered bidding document holders only, and upon payment of a non-refundable cost; contact the Engineer for further information. Bidding Documents include both Specifications and Drawings and both must be purchased at the same time.

Contractors and suppliers must review complete sets and any who obtain partial sets will have full responsibility for coordinating information with other portions of the bidding documents to assure a full and accurate estimate of the work required.

The contract documents are on file in the office of the Engineer (ZDS), the Contractor’s Association of West Virginia’s plan room, and the Pleasants County Board of Education Office where any interested party may refer to them during regular office hours.

All Prime Contractors and Subcontractors shall be licensed in compliance with West Virginia Code Chapter 21, Article 11 (Contractor Licensing Act). All Prime contractors shall include their West Virginia Contractor License Number in their Bid Proposal. The successful Bidder will be required to execute a contract, comply with all rules and regulations of the West Virginia Workers’ Compensation Laws, and provide evidence of insurance coverage to the minimum limits required by the contract documents.

All Contractors and Subcontractors on the Project shall be subject to Davis-Bacon wages, rules, and regulations.

The bidder to whom the contract is awarded shall execute and deliver to the Owner after the award, and before signing the contract, a corporate payment and performance bond in a penal sum equal to at least the contract sum and the cost of such a bond shall be paid by the bidder. The Owner reserves the right to reject any or all bids, and the right to withhold final award of contract for sixty (60) days after opening bids. The goal is to issue a Letter of Intent for Notice to Proceed within 45 days after bid opening.

The Prime Contractor shall provide Builder’s Risk Insurance for the total value of the Bid. This Contract will be subject to liquidated damages in the amount of five-hundred dollars ($500.00) per day for failure to achieve substantial completion indicated in contract documents.
