NOTICE OF REQUEST FOR QUALIFICATIONS
FOR TECHNICAL SERVICES
CORRIDOR H SITE ANALYSIS

Region VII Planning & Development Council (Region VII), in partnership with the Corridor H Highway Authority, has received grant funding from the U.S. Economic Development Administration and the Appalachian Regional Commission to complete a Corridor H Site Analysis in Lewis, Upshur, Barbour, Randolph, Tucker, Grant, and Hardy counties. To start the process, Region VII is requesting statements of qualifications from consulting firms to provide technical services for this project. Professional services to be provided will include completion of a planning study focusing on the opportunities for future development surrounding the corridor. The goal of this study is to capture economic opportunity by identifying developable sites for commercial, industrial, and residential uses. This site identification process will help inform gaps in infrastructure needed to create marketable and site ready land. The output of the study would provide a regional framework for improvements necessary to take advantage of economic opportunities as well as a county specific list of action items. Region VII reserves the option to utilize the firm for further services if deemed necessary.

Procurement of said services will be in accordance with WV Code Chapter 5G and 2 CFR 200. All firms interested in being considered for this selection must submit two hard copies and an electronic copy of a proposal detailing qualifications, technical expertise, management, and staffing capabilities, related prior experience, and professional references.

The goal of the competitive process is to objectively select the firm who will provide the highest quality service. Accordingly, technical expertise and related experience will be weighed heavily. The candidates judged most qualified based on a review of the statements of qualifications will be interviewed. The firm determined to be the most qualified based on an evaluation of the interviews will be asked to prepare fee proposals for technical services.

Proposals will be accepted until Friday, February 24, 2022, at 12 p.m. Region VII reserves the right to accept or reject any and all submissions. All work will be performed following the regulations issued by State and Federal agencies relative hereto. The selected candidate will be required to comply with Appendix II of 2 CFR Part 200, Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement, and the Access to Records provisions. Region VII shall ensure, to the fullest extent possible, that positive efforts are made to utilize small businesses, including those in rural areas, minority-owned firms, and women-owned business enterprises. Region VII will not discriminate against any interested individual or firm on the grounds of race, creed, color, sex, age, handicap, or national origin in the award of the contract.
