NOTICE OF INTENT TO CHANGE WATER RATES AND APPROVE PROJECT
Notice is hereby given that the board of the Claywood Park Public Service District (“District”) will consider approving the Dutch Ridge Improvement Project (“Project”) and adopting increased rates, fees, and charges for furnishing water service to 3,981 customers in Wood and Wirt counties.
The first step of the proposed two step water rate increase, if adopted, will bring the District into compliance with its statutory working capital reserve requirement, and allow the District to close on funding for the Project to improve reliability and performance. The Project will replace approximately 15,000 linear feet of failing mains which do not provide fire protection with larger mains which will provide fire protection, replace 2,000 antiquated meters, and remediate a slip prone segment of the District’s system.
The resolution also includes a post-project rate increase to go into effect upon substantial completion of the Project. Because the Project does not benefit the resale class, the District’s sale for resale customers will not receive a rate increase upon completion of the Project.
The increased rates are projected to generate an unrestricted cash surplus of only $782 annually on gross revenue of $3,316,791 at going level, and a surplus of only $671 annually post-project on gross revenue of 3,365,752.
The District presently charges the following rates:

A tap fee of $100.00 will be charged to any customer applying for service before construction is completed adjacent to the customer’s premises in connection with a capital project. This pre-construction tap fee will be invalid after the completion of construction adjacent to an applicant’s premises that is associated with the capital project.
A tap fee of $400.00 will be charged to all customers who apply for service outside of a capital project for each new tap to the system.
