Rule 30B application to pass along increased sewer
treatment costs from City of Elkins to District’s
customers.

NOTICE OF FILING

NOTICE is hereby given that Leadsville Public Service District (District), a public utility, filed a request to increase its sewer treatment rates and charges with the Public Service Commission of West Virginia because of an increase in the cost of sewer treatment charged by the City of Elkins as approved by an Ordinance passed by the City of Elkins. That increase raised the rate paid by the District from $3.71 per thousand gallons of usage to $4.16 per thousand gallons effective on June 4, 2023. The Ordinance assessed by the City of Elkins further adopted an increase resale rate to $4.60 per thousand gallons effective December 15, 2023.

Commission Staff reviewed the District’s application and recommended that the Commission approve Staff Recommended Rates effective on an interim basis for all service rendered on and after June 4, 2023, subject to refund. By Order issued June 2, 2023, the Commission approved the Staff Recommended Rates on an interim basis that increased rates effective June 4, 2023 by $0.45 per thousand gallons of metered water usage. The Commission also approved the Staff proposed leak adjustment rate of $4.47 per thousand gallons of metered water usage.

Under the Staff Recommended Rates, effective June 4, 2023, the increase in the average monthly bill over current bills for District customers to recover the first step of the City of Elkins resale rate increase will be:

Effective December 15, 2023, the increase in the average monthly bill over current bills for District customers to recover the second step of the City of Elkins resale rate increase will be:

The 30B procedure is designed to provide for a change in rates and charges in order to produce additional revenue sufficient, but no more than sufficient, to offset the increased cost for purchased wholesale sewerage treatment. Consequently, protest should be limited to the reasonableness of the cost offset and the method by which it is calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty (20) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention.
