Activity:
To operate and maintain an existing wastewater collection system and an existing 15.5 million gallons per day wastewater treatment plant. These facilities are designed to serve a population equivalent of approximately 100,000 persons in the City of Parkersburg, and environs, and the City of Vienna, and discharge treated wastewater through Outlet No. 001 to the Ohio River at Mile Point 183.3. An antidegradation review has been conducted. Tier 1 protection is provided for the uses specified in Title 47, Series 2, Section 6 for Outlet No. 001. To operate and maintain disposal systems and best management practices for the wastewater treatment plant storm water collection system that discharges untreated storm water through Outlet Nos. 002, 003, 004, and 005 to Pond Run of the Ohio River. Compliance with the antidegradation requirements is attained through the implementation of Best Management Practices.

To operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from 13 combined sewer system overflow relief points which discharge during wet weather events when the hydraulic capacity of the wastewater treatment plant is exceeded through Combined Sewer Overflow Outlet No. C002 and C013 to the Ohio River; Combined Sewer Overflow Outlet Nos. C003, C005-C007, and C012 to Worthington Creek of the Little Kanawha River of the Ohio River; Combined Sewer Overflow Outlet Nos. C008 and C009 to the Little Kanawha River of the Ohio River; and Combined Sewer Overflow Outlet Nos. C011 and C016-C018 to an unnamed tributary of the Little Kanawha River of the Ohio River. Tier 1 protection shall be afforded for the wet weather discharges from the 13 Combined Sewer Outlets through the implementation of the facility’s CSO Long-Term Control Plan (LTCP).

Also, to incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment plant. Sewage sludge generated and/or processed at the permittee’s facility shall be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime loading rates. Compliance shall be attained in accordance with the provisions of Administrative Order No. 4566, and any amendments, thereto. Compliance shall also be attained in accordance with the provisions of Administrative Order No. 10124, and any amendments, thereto.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.

Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins September 06, 2023 and ends October 06, 2023.

Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
