ADVERTISEMENT FOR BIDS:
Notice is hereby given that
NORTH CENTRAL WV COMMUNITY ACTION ASSOCIATION, INC.
Philippi, West Virginia

will accept sealed bids for the construction of Southside Square Extension, located on Crim Avenue/U.S. Route 250 S, Belington, Barbour County, West Virginia, and described in general as:

A two-story, approximately 3700 total square feet, three (2) bedrooms and one (1) bedroom (one story ADA accessible), four-unit apartment building, and four one-story storage units. Each unit will have a living area, kitchen/dining area, laundry area, and a storage building. The building consists of wood floor structures, masonry block foundation construction, wood framing construction with vinyl siding, and fiberglass shingled roof. Each unit will have electric heating/air conditioning and electrical systems. Appliances: Washer, dryer, range, refrigerator, dishwasher, over-the-range microwave, and range top fire suppression must be included. Windows shall be thermal-pane, exterior metal painted doors with windows. There are concrete sidewalks, porches, a paved parking lot, and an entrance road. Landscaping is to include site clearance, site grading and seeding, and mulching of all disturbed areas.

Sealed bids WITH PROPOSED FLOOR PLAN will be received at the North Central WV Community Action Association, Inc. office, 15968 Barbour County Highway, P.O. Box 279, Philippi, West Virginia 26416, telephone (304) 457-3420 by Tina M. Boyer, Housing Director, until:

3:00 pm on Thursday, October 12, 2023.

Bids will be opened and read aloud at the NCWVCAA Barbour County office at that time. Bids received after that time will not be accepted. Interested parties are invited to attend.

Bona fide general contract bidders may first secure one bid set of the Contract Documents at the pre-bid conference and after that date at the North Central WV Community Action Association, Inc. office in Philippi.

A pre-bid site conference will be held at the Southside Square Extension site in Belington, WV on Thursday, October 5, 2023, at 10:00 a.m. Directions are available by phoning the NCWVCAA Barbour County office (304) 457-3420 ext. 1303. The scope and details of the work will be covered at the site review. Bid documents will be provided to those in attendance. Attendance is recommended for those who intend to bid.

A Bid Guarantee, i.e. money order, certified check or bank draft, payable to North Central WV Community Action, Inc. or a satisfactory bid bond executed by the bidder in an amount equal to five percent (5%) of the bid shall be submitted with each bid. A non-certified personal check or cash will NOT be accepted for a bid Guarantee.

The successful bidder will be required to furnish a satisfactory 100 percent performance and payment bond, or a 100 percent unconditional and irrevocable letter of credit from a local bank to North Central WV Community Action Association, Inc.

The contractor is to put the cost of bonding, escrow, or letter of credit in their Bid Price. You will be notified if you are the best bidder.

All qualified Contractors will receive due consideration without regard to race, age, religion, sex, color, or national origin. No qualified handicapped person shall, on the basis of their handicap, be subjected to discrimination in employment.

The Contractor will receive 90 percent of the materials and work in place on each monthly pay request. The Contractor will be awarded a final payment of the total remaining contract amount after completion and certified inspection that all work is complete. All inspections are performed by West Virginia Housing Development Fund.

Prevailing Wages and/or Set Labor Wage Rates (Davis-Bacon or WV State) will NOT be required under this Contract. The Contractor is bound by Minimum Wage Laws.

The Owner reserves the right to reject any or all bids and waive irregularity in the bids. No bid shall be withdrawn for a period of Sixty (60) days subsequent to the opening bids without the consent of the Owner. North Central WV Community Action Association, Inc. is an Equal Housing Lender.
