NOTICE IS HEREBY GIVEN, that the Elkins-Randolph County Regional Airport Authority will receive proposals for Contract EKN 2023-03 until 1:00 PM on January 9, 2024. The proposals will be publicly opened and read aloud at 1:00 PM the same day on January 9, 2024 at the Elkins-Randolph County Regional Airport, 400 Airport Road, Elkins, West Virginia, 26241.

Contract EKN 2023-03 includes: Tree Obstruction Removal (Runway 5-23 Approaches)

A Non-Mandatory Pre-Bid Meeting will be held on December 21, 2023; 11:00 AM at the Elkins-Randolph County Regional Airport, 400 Airport Road, Elkins, West Virginia, 26241.

The drawings, specifications and other contract documents are on file and open to the public for inspection during normal business hours at the office of the OWNER, Elkins-Randolph County Regional Airport Authority, 400 Airport Road, Elkins, West Virginia, 26241. The prospective Bidder is encouraged to contact Mary Alice Ricottilli for review of documents at 304.636.2726 for information on where the documents are located within their office and any special procedures for accessing the documents. These documents are also available for review at the office of the ENGINEER, TranSystems Corporation, 615 West Highland Avenue, Ebensburg, PA 15931, Telephone: 304-481-6136. Contract documents, proposal forms and drawings may be obtained from the ENGINEER at no cost (electronic). All inquiries should be directed to the Project Manager, Melissa A. Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual. The Elkins-Randolph County Regional Airport Authority expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same. Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 10% of the Base Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw his/her bid within 120 days after the actual date of the opening thereof. Successful bidders must enter into the Agreement and furnish a Contract Bond and evidence of required insurance with fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents.

Wages as predetermined by the US Secretary of Labor and Industry and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual.

The Elkins-Randolph County Regional Airport Authority, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 26, Nondiscrimination in Federallyassisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Elkins-Randolph County Regional Airport Authority is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. The project specific goal been established as 5.4 % for Disadvantaged Business Enterprises. The Elkins-Randolph County Regional Airport Authority is committed to meeting this goal on all services provided, and the CONTRACTOR is expected to put every effort forward to meet the above DBE goal. Proposals must include the percentage involvement of Disadvantaged Business Enterprises along with the names of the firms involved, and the completed certification. Please note that certification as a DBE by the WV UCP is separate and distinct from other certification programs.
